The City of Aberdeen, MD seeks an experienced engineering professional to assist in the operation of the City’s contract to provide water and wastewater services for, and on, the Aberdeen Proving Ground, a federal military installation. The Privatization Manager supports (and reports to) the Director of Privatization in the general administration, technical, contracting and construction aspects of the execution of the contract.
The position requires the candidate to perform the following essential functions: annual budget preparation, including yearly operations and Capital Improvement Plan updates; oversight of the design, scheduling and contract administration of major facility repairs and construction projects, including interaction with consultants and contractors; act as a point of contact with the APG Directorate of Public Works Contracting Officer and their representative(s), and; assist the City’s finance department in assuring proper fiscal administration of the contract.
Minimum of Associates Degree (with additional coursework towards a bachelors) in Civil or Environmental Engineering or equivalent, or Bachelors Degree in Project or Construction Management or equivalent;
5 to 7 years experience with a Public Utilities or Public Works department or comparable private consulting or utility experience;
Familiarity with development and administration of construction Contract Documents and Specifications.

Bachelors Degree in Civil or Environmental Engineering with E.I.T. or P.E. certification;
Experience in Annual Budgeting and preparation of CIPs;
Demonstrated abilities with CAD and Office Suite to include Excel and PowerPoint;
Experience in engineering design and in construction project management and inspection;
Familiarity with water and/or wastewater plant and utility line construction and rehabilitation.
