The Real Property Services Section works in the field of property acquisition and property management of real property acquired for Clark County. This position functions as a specialist in the right-of-way disciplines of appraisal, appraisal review, property acquisition, negotiations, relocation and property management. They conduct right-of-way research road vacations and writing administrative offer summaries. Other duties include contacting property owners for property inspections and acquisition/negotiations; keeping them informed and educating them throughout the process; advising owners of their rights under Federal and State law and by County ordinance, policy, and procedure; valuing, negotiating and acquiring easements and fee title property for roads, parks, slopes, storm drainage, sewer lines, pump stations and plants, greenways, and other County needs as required.

This position is represented and requires membership in Local 17 Professional and Technical Employees.


All combinations of education, experience, and training that demonstrate the ability to perform the work will be considered.

The successful candidate will be hired at the Real Property Agent II or III level depending on related qualifications.

Real Property Agent II level:

Two (2) years of work experience as a right of way agent with previous duties including analyzing property appraisals appraisal reviews, right-of-way acquisition/negotiation and/or project management of consultants, title examination, survey and right-of-way analysis.Considerable knowledge of negotiation principles, policies, procedures and techniques.Possession of or ability to obtain a valid driver’s license at the time of hire.Possession of Notary Public status in State of Washington within three months of hire.

Real Property Agent III level:

Senior Right-of-Way Agent designation (SR/WA) by the International Right-of-Way Association (IRWA) is required.Preference will be given to applicants who possess the Washington State appraisal/certification and are on Washington State Department of Transportation’s appraisal and appraisal review approval list.

Knowledge of: methods and principles of appraisal, appraisal review, acquisition/negotiation, relocation, property management and determining ownership of property rights including county codes, federal and state laws pertaining to acquisition of land for public purposes; application of replacement housing costs/payments, and a variety of market data comparison methods and techniques; legal descriptions of property and instruments of ownership; real estate and condemnation law, fundamentals of accounting, title work; legal opinion, zoning and building code, map reading, land title reports and specialty appraisals; appraisal theory and techniques as it applies to eminent domain; Federal, State and County real property acquisition and relocation assistance policies and procedures; key components of cultural competency; awareness of differences, attitude to examine beliefs and values, knowledge of differences and skills to effectively and appropriately work across cultures.

Ability to: understand and explain property descriptions, engineering construction plans, right-of-way plans, profile drawings, surveys and maps; establish and maintain effective relationships with property owners, their representatives, coworkers, supervisors, other personnel, engineers, bankers and attorneys; make clear and verbal explanations of technical information; communicate and express ideas effectively, orally and in writing; work flexible schedules to accommodate property owners schedules; prepare clear, concise reports of activities; work over a wide geographic area with only general supervision; coordinate the work of and provide training for Real Property Services staff of a lower classification (Real Property Agent III); draft rental contracts, bills of sale, and other real property instruments; obtain status as Notary Public in the State of Washington.


Real Property Agent II: $24.78 - $31.58 per hour

Real Property Agent III: $27.30 - $34.85 per hour
