Essential duties and responsibilities may include, but are not limited to, the following:
Plans, directs, reviews and evaluates the maintenance, repair and replacement of City roadways, rights of way, equipment, and related assets; assures the quality of the PWD services and work products.Directs PWD operations; exercises independent judgment within broad policy guidelines; evaluates and analyzes issues, and recommends and implements solutions; provides leadership, direction and guidance in strategies, planning, asset management, and priorities.Directs PWD planning process; assures that goals are defined and achieved; assures the effective allocation and utilization of budgeted funds; assures that quality and safety standards are met, appropriate services are provided, and warehouse inventory of repair parts and supplies is properly maintained.Monitors PWD operations; minimizes risk and liabilities by assuring the City’s compliance with safety regulations, and quality standards; assures PWD issues are properly addressed and resolved.Directs PWD staff, develops priorities, and assigns tasks and projects; evaluates performance, and resolves workload and technical issues; develops staff skills and training plans; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, equipment, and technical issues.Manages a variety of technical issues, including replacement and procurement strategies, technical specifications for vehicles and equipment, bid procedures, negotiations, maintenance information system, and compliance management.Manages budget preparation and administration; monitors and controls expenditures; collects operational and technical information, and compiles data for reports; analyzes usage statistics and trends, and creates summary reports and recommendations.Develops and implements PWD goals and objectives; develops and administers policies, operational procedures, preventive maintenance plans, and work standards.Develops programs to promote energy savings, and develop environmentally responsible and resource-efficient public works management practices.Supports the relationship between the City of Yuma and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, and complies with all City policies and procedures.Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.
Education, Training and Experience Guidelines Bachelor’s Degree in Business or Public Administration, or related field; AND five years’ experience in Public Works management, preferably in the public sector; OR an equivalent combination of education, training and supervisory experience.
City organization, operations, policies and procedures.State and Federal laws governing Public Works management, procurement, and records management.Principles and practices of public sector administrative management, including strategic planning, accounting & budgeting, contract management, customer service, and employee supervision.Techniques and practices for efficient and cost effective management of resources.Management techniques for vehicle and heavy equipment fleet operations, and current business practices for efficient delivery of maintenance services.Theory, principles and practices of vehicle fleet cost control and preventive maintenance programs.Methods, tools and equipment used in the repair of vehicles and heavy equipment.Safety rules, regulations and occupational hazards; including OSHA Material Safety Data Sheets (MSDS) for use and storage of hazardous chemicals in the workplace.Environmentally responsible and resource-efficient fleet management techniques.
Analyzing Public Works management problems, evaluating alternatives, and recommending methods, procedures and techniques for resolution of issues.Interpreting and applying Federal, state and local rules and regulations; and City policies and standards.Managing staff, delegating tasks and authority, and coaching to improve staff performance.Assessing and prioritizing multiple tasks, projects and demands.Tracking and analyzing vehicle and equipment costs and usage patterns.Using initiative and independent judgment within established procedural guidelines.Maintaining and analyzing fleet management records and files.Promoting and enforcing safe work practices.Operating a personal computer utilizing standard and specialized software.Establishing and maintaining effective working relationships with co-workers and the public.Communicating effectively verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS A valid Arizona State Driver’s License is required. A Certification in Public Works Management from an accredited organization is desired. OSHA Hazardous Waste Operations (HAZWOPER), NIMS Emergency Response, and MUTCD certifications in work zone traffic control are require; additional specific technical training or certifications may be required from OSHA, ATSSA, IMSA and ADOT.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work is performed in a standard office environment. May occasionally be required to bend, reach, stoop, and lift objects.
