Under the direction of the Development Engineering and Construction Manager, this position reviews and interprets engineering documents, construction drawings, legal descriptions, and easement documents.

Provides customer service including, counter coverage, responding to public records requests and inquiries from citizens, private developers, contractors, engineers and other agencies and customers.

Coordinates review of construction drawings and record drawing submittals and maintains a citywide record drawing system.

Provides technical support to engineers, including data collection and analysis, calculates transportation impact fees for building permits and prepares and updates maps, drawings, spreadsheets, data files and documentation.

Performs other duties as assigned.

Hours and Duration:

This position is a full-time position with benefits working 40 hours per week scheduled Monday through Friday, 8:00 am – 5:00 pm.


Knowledge of: operating principles and characteristics; engineering design and drafting; water, wastewater, stormwater, and transportation system construction terms and symbols; word processing, spreadsheet and database software; engineering computations; surveying; construction terms and methods and knowledge of file management systems, electronic permitting systems and records compliance.

Skill in: in reading and interpreting engineering plans and specification; communicating effectively, both orally and in writing; using CAD; creating construction drawings and maps working from available records, survey data and engineering notes; and performing quality control checks to ensure integrity of the database.

Ability to: provide excellent customer service, communicate verbally and in writing; establish and maintain effective working relationships with co-workers and customers; and perform field visit and investigation for engineers; interpret and plot survey data, plans and profiles, photographs, maps, and legal descriptions; preferable to develop and maintain data layers using GIS tools, CAD tools and databases; perform CAD functions and follow procedures and processes.

Education and Experience:

College level course work or graduation from an accredited two-year college or university with a degree in drafting, associated engineering, construction, or related field and two years or more of job related experience, or any equivalent combination of education and experience needed to achieve the required knowledge, skills and abilities.

Licenses and Requirements:

Valid Washington State driver's license by date of hire, and a driving record that meets City standards.

Working Conditions:

Work is primarily performed in an office environment. Physical hazard may occur from exposure to traffic or field terrain while reviewing field sites.

Union Affiliation:

Fulfillment of bargaining unit membership is required within 30 days of hire.
