Position:

Under general supervision, performs technical and para-professional engineering work related to capital improvements, private development projects, public works projects, and related improvements in the field or office. Provides information and assistance to the public regarding assigned programs and services.

Duties:

Duties include but are not limited to those listed on the attached Engineering Technician Series Job description.

Department Specific Duties and Responsibilities:

Knowledge of: Elementary principals of civil engineering; the nomenclature, symbols, methods, practices, and instruments used in engineering drafting; plane trigonometry; materials, methods, and equipment used in the collection, analysis, and construction of public works structures and facilities; principles of engineering mechanics; fundamental of traffic engineering; skills in the use of drafting, survey, and other engineering instruments; principles and practices of customer service.

Ability to: Conduct field surveys; operate Computer Aided Drafting (Auto CAD); operate and maintain mechanical map reproduction equipment and related engineering equipment; read and interpret engineering maps and drawings; prepare accurate drawings from field notes; operate personal computer software applications, including GIS and various office and email applications; analyze, prepare, and interpret plans, specifications, survey notes, and a variety of statistics and graphs; follow oral and written instructions; make quick and accurate computations; supervise and train others; speak and write effectively; perform duties in a manner which demonstrates an awareness and appreciation of the cultural diversity of the community; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

Education/Experience: Equivalent to the completion of the twelfth grade, or equivalent, and completion of lower division college-level engineering courses including drafting (preferably computer aided), surveying, calculus, physics, hydraulics, and trigonometry. Completion of an Associate’s Degree in land surveying or technical engineering program of a similar nature is highly desirable.

Three years of paraprofessional civil engineering experience. Some civil engineering experience in a governmental jurisdiction is highly desirable.

License or Certificate: Possession of an appropriate, valid driver’s license with satisfactory driving record.

Benefits:

Holidays – The City observes thirteen (13) paid holidays that include ten (10) specifically designated days and three (3) floating holidays (27 hours).

Vacation Leave – A new employee will accrue eighty (80) hours of vacation per calendar year for the first five years of service (one hundred, twenty (120) hours for years five through ten, and one hundred, sixty (160) hours after ten years). Vacation accrual begins immediately; however, a new employee is not eligible to take vacation leave until the completion of six (6) months of service with the City.

Sick Leave – A new employee will earn ninety-six (96) hours of sick leave each year.

Group Health Insurance Program – A new employee will become a member of one of the City’s group health plans (Aetna HMO, Aetna PPO, or Kaiser HMO) effective the first day of the month following their date of hire. The City will pay 90% of the health care premium and employees will pick up 10% of the premiums of the plan they select.

Voluntary Dental/Vision Insurance Programs – The City offers two voluntary dental insurance programs, an HMO program and a PPO Program, as well as a voluntary vision insurance program.

Section 125 Flexible Spending Account – All employees are eligible to participate in the City’s Section 125 Flexible Spending Account plan. This is an IRS-approved plan which enables you to have withheld from your paycheck an amount equal to your group health insurance premiums, voluntary dental and/or voluntary vision insurance premiums; dependent care, and certain eligible medical expenses without being subject to federal income or social security tax on the income used to pay for these benefits.

Retirement - The City participates in both the Social Security (FICA) and the California Public Employees’ Retirement Systems (CalPERS). The City currently contracts with CalPERS for the 2% at 55 benefit formula, Post-Retirement Survivor Allowance, and 3 year average final pay for Classic members and 2% at 62, Post-Retirement Survivor Allowance, and 3 year average final pay for new members. Employee contributions will depend on membership (7% for classic and 50% of normal cost for new members).

Retiree Health Savings (RHS) – All employees participate in a Retiree Health Savings plan through the ICMA Retirement Corporation. Employees are eligible to receive medical expense benefits at age 50 while actively employed with the City and continuing to contribute to the plan.
