THE POSITION

The City Engineer reports to the Director of Community Development and is responsible for:
Assuming management responsibility for assigned activities of the Community Development Department Engineering Division related to land development, traffic and circulation engineering, water resource planning, and stormwater management regulations.
Performing and/or supervising plan checking of tract and parcel maps, grading, construction in the public right-of-way, and other engineering functions.
Preparing and/or supervising the preparation of the Engineering Division’s conditions of approval for proposed tract and parcel maps, temporary and conditional permits and other projects.
Overseeing stormwater management regulations.
Developing and updating engineering standards.
Meeting with applicants, responding to questions and concerns, and developing strategies to resolve development issues.
Coordinating the evaluation of transportation and traffic impacts of development proposals and permits; preparing or coordinating traffic studies and reports.
Coordinating intersection, traffic signal and channelization design.
Monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures.
Planning, directing, and coordinating the work plan for Engineering Division staff; assigning work activities; reviewing and evaluating work products, methods and procedures; meeting with staff to identify and resolve problems.
Training, motivating and evaluating Engineering Division personnel; providing or coordinating staff training; working with employees to correct deficiencies; implementing discipline and termination procedures.
Supervising the work of lower level Engineering Division staff in the updating, filing and digitally scanning of City maps and plans; supervising the preparation of exhibit maps and plans used for City meetings.
Responding to requests and inquiries from the public regarding engineering issues.
Participating in the development and administration of the department's annual budget.
Serving as the liaison for the Engineering Division with other City departments and outside agencies.
Serving as staff on a variety of boards, commissions and committees; preparing and presenting staff reports and other necessary correspondence, including Traffic Commission, Planning Commission and City Council.
Providing staff assistance to the Director of Community Development and assuming responsibility for management of the department in the absence of the Director.

GOALS AND OBJECTIVES

Some of the most immediate goals and objectives that the City Engineer will be working on include the following:

  • Developing systems and processes to enhance customer service in the City’s development review process.
  • Coordinating the update of the City’s engineering standards.
  • Coordinating implementation of new Regional Water Quality Control Board stormwater regulations on new development.
  • Reviewing information and analysis for updating of the City’s Circulation and Land  Use Elements.
  • Preparing recommendations for indexing of scanning and electronic storage of City maps.
  • Identifying and coordinating expansion of GIS uses.

QUALIFICATIONS

  • Five years of increasingly responsible engineering experience, including two years of administrative and supervisory responsibility.
  • Equivalent to a Bachelors degree from an accredited college or university with major course work in civil engineering.
  • Possession of registration as a professional engineer in the State of California and valid driver’s license.

COMPENSATION AND BENEFITS

Salary: $8,025 - $9,757 per month.   Management position (Range 56 ).

Public Employees' Retirement System:  PERS formula of 2% at 55, three year average, for “classic” employees currently enrolled in PERS with the employee contributing 7% toward PERS.  The formula for employees not currently enrolled in PERS is 2% @ 62 (PEPRA), three year average, with the employee currently contributing 6.25% toward PERS.

 

Social Security:  The City participates in the Social Security Program.

 

Medical/Dental/Vision Insurance: Health, dental, and vision insurance for employee and dependents.  The employee shares in the cost.

 

Life Insurance:  City-paid $50,000 life insurance and AD&D policy.   

 

Short and Long Term Disability:  City-paid short and long-term disability plans. 

 

Annual Leave:  To be used as leave for vacation, illnesses, and other personal reasons.  Twenty-nine days (232 hours) per year, increasing with years of service.  Maximum accumulation is 725 hours. 

 

Holidays:  Fourteen (14) paid holidays annually.

 

Deferred Compensation Program:  $50 per month City contribution.

 

Employee Assistance Program:  City-paid for employee and dependents.

A Loyalty Oath must be signed by appointees to any position with the City of Arroyo Grande.  Fingerprinting will also be required.

A post-offer Physical Examination will be required.

Proof of United States Citizenship, or, if not a citizen, other appropriate authorization is required, prior to employment.

A background check will be conducted on the appointee.
