The City of Greensboro is seeking a visionary and innovative Director to lead the Engineering and Inspections department. The next director will lead with a customer service focus that effectively serves all internal departments in the City as well as works to meet City economic development goals while maintaining excellence in protecting the health, safety, and welfare of Greensboro's employees and residents.

The successful candidate has a proven track record and is:

· knowledgeable of theory, principles and practices and techniques of civil, structural, and general engineering; building code enforcement; and facility management;· knowledgeable of applicable federal, state and local law, codes and regulations governing the administration of public administration and public utilities functions and activities;· an inspiring and empowering leader equally dedicated to building a cohesive team throughout the department as well as the development of individual employees;· adept at developing an excellent customer service culture for internal and external customers while supporting and advocating for employees and the department;· understanding of the role that the department plays in the City’s economic development plans;· proactive in building collaborative external relationships with contractors, developers, engineers, architects and business leaders to effectively meet City goals and internal relationships within Engineering and Inspections as well as other City Departments;· resourceful in finding or developing innovative solutions to meet workload demands with reduced staff in a tight budget climate;· an effective listener who seeks input from relevant parties, realistically assesses plans and consistently communicates;· a principled leader who values accountability while holding realistic and fair expectations of self and others;· an excellent and effective communicator, including one on one, small groups and public speaking, who confidently and persuasively engages citizens, community groups, staff, and Council;· a proactive and effective negotiator who leverages assets with opportunities;· a lifelong learner who maintains knowledge of trends and initiatives regionally and nationally;· an experienced financial manager who can creatively manage limited resources, work in partnership with other managers and advocate for the department within the “results area” based budgeting system;

The Community:

Greensboro, the third largest city in N.C., is located in Guilford County and with a diverse population of over 277,080, is the largest city within the Piedmont Triad region, followed by Winston-Salem and High Point. With its temperate climate and close proximity to both the mountains of North Carolina and Atlantic Ocean beaches, Greensboro provides residents the best of both worlds. Once known as the “Gate City” for the large number of trains that passed through downtown, the city maintains its history as a transportation hub with its easy access to major interstates and highways.

Twelve colleges and universities in Greensboro and the Piedmont Triad provide Greensboro businesses thousands of well-trained and highly-educated people each year, adding to the city’s existing workforce. The bulk of the current workforce is divided between services, manufacturing, government, and retail trade. While there have been some business closings in the area during the past several years, Greensboro continues to have a changing and vibrant economy. Engineering and Inspections Department and Position Overview:

The City of Greensboro operates under a Council/Manager form of government. The City has approximately 3000 employees working across 22 departments. The Director will report to an Assistant City Manager. The Engineering and Inspections department has greater than 160 total employees working in five divisions: Engineering, Facilities Construction, Facilities Maintenance, Development Services, Business & Technology. The City of Greensboro has organized all City functions into result areas that share a common mission and strategic aims. Engineering and Inspections is part of the “Infrastructure Result Area” which includes Water Resources, Field Operations, Transportation and the Coliseum. The Director oversees a department that interfaces with every other department in the City and has extensive external contact with citizens, business leaders, builders and developers.

Qualifications: As the Director, this person must demonstrate significant experience in a department with similarly diverse facilities and functions, serving populations of 100,000 or more. The candidate’s work history must include well-rounded experience with minimum of 10 or more years of increasingly responsible experience in engineering, inspections or general construction including seven years of management level supervisory responsibility. Experience in local government engineering is preferred but not required. A bachelor’s degree in engineering, preferably Civil, is required while a relevant master’s degree and appropriate licensure and certifications including a P.E. are preferred. Hiring range is $95,434 - $114,521 plus Executive Compensation Supplement (beginning salary will be commensurate with experience). There is a residency requirement to live within thirty miles of the city limits of Greensboro or move within these boundaries within 12 months of appointment to the position.
