UNCLASSIFIED POSITION


The City of Tampa, FL, a culturally diverse and fast growing community of over 331,000 is accepting applications for this key position in the Department of Solid Waste. Requires a progressive high energy solid waste management professional with a demonstrated track record of success in organizational development, new technology identification and implementation, team building and innovative problem solving. Candidate will be responsible for the management of core services on a day-to-day basis.


JOB PURPOSE: Under administrative direction, an employee in this class will be responsible for directing all operational core services including residential and commercial solid waste collection, recycling collections, yard waste collection and support services. Additional responsibilities include participating in capital improvement planning and implementation, budget development and management, specification writing, marketing, contract negotiation and administration, and public relations. Incumbent will have managerial responsibility for approximately 150 employees. Work is of unusual difficulty and requires the exercise of extensive initiative and independent judgment in formulating, implementing and supervising the administration of broad policies and programs; developing methods to address individual projects; defining areas where efficiency can be improved, and coordinating and monitoring effectiveness of new procedures. Work is reviewed through conferences, reports submitted, and results achieved. Appointed position; employee serves at the pleasure of the Mayor.


KEY RESPONSIBILITIES:

Manages operational core services on a day-to-day basis; facilitates and fosters team development at all organizational levels.

Prepares, analyzes, and implements programs for improving the efficiency and effectiveness of collection, disposal, and recycling services such as new technology, methods and procedures, consolidation, elimination, reduction or contracting out of services.

Researches new developments, issues, and equipment in the solid waste field; determines feasibility of incorporating new procedures or equipment in city program, and recommends implementation as appropriate.

Approves and monitors collection services, resolution of citizen complaints, new services, and service delivery charges; approves additional equipment, personnel, personnel reassignments, and overtime when needed to accomplish effective service delivery.

Conducts safety meetings; develops and approves light duty assignments for workers injured on the job.

Represents department with contractors, consultants, government agencies, and citizens; reviews, approves, and organizes budget projections and schedules.

Prepares reports and correspondence; assigns, develops, and evaluates employees; manages unit budget and work processes.

Performs related work as required.

 

DESIRABLE KNOWLEDGES, ABILITIES, AND SKILLS:

Comprehensive knowledge of: solid waste collection and disposal practices and technology; modern management practices and procedures; modern developments, current literature, and sources of information relating to the solid waste industry. Ability to: plan, assign, direct, and coordinate the work of professional, skilled and unskilled trades workers, and clerical employees in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings; develop a team environment inclusive of all staff; establish and maintain effective working relationships with city officials, directors, managers, consultants and the general public; set clear objectives and measures to monitor process, progress and results. Skill in: research and analysis of data; verbal and written communications with staff, the general public and other government officials. Ability to: develop a team environment inclusive of all staff.


SUGGESTED MINIMUM REQUIREMENTS: Graduation from an accredited college or university with a bachelor’s degree, preferably a master’s degree, in public or business administration or a related field and six (6) years of progressively responsible experience in solid waste management; or an equivalent combination of training and experience.


LICENSES OR CERTIFICATES:Possession of a valid Florida Commercial driver's license, Class "A" or "B" preferred. SWANA (Solid Waste Association of North America) certification required within nine (9) months of emloyment.

EXAMINATION: Evaluation of education and experience. Drug testing is included in all pre-employment processing.
