The City of Santa Barbara is seeking a dynamic seasoned professional to lead its Water Resources Division. The Water Resources Manager will be the organizational leader of the Water Resources Division responsible for holistic management of City water resources and wastewater operations, including a diverse water supply, revenues of $53 Million, and a staff of 127. The Water Resources Manager reports to the Public Works Director and is a member of the Public Works Leadership Team.

THE POSITION

Under policy direction from the City Council, and Water Commission, and Public Works Director this position will plan, organize, coordinate, direct, lead and evaluate the City's water and wastewater programs. He/She will provide highly complex professional and technical guidance to the City Council, Water Commission (serves as staff), City Administrator, and Public Works Director.

This Water Resources Manager represents the Public Works Department and Water Resources Division at City Council meetings, the Water Commission other City boards and commissions, regional joint powers agencies, and County, State and Federal Agencies. The Water Resources Manager is responsible for the planning and management of the City's diverse water supplies as well as managing the operations of the water and wastewater utilities. He/She ensures that personnel are aware of and follow, City, State and Federal policies and regulations; acts as the expert in legal matters concerning water and wastewater issues; and coordinates the activities of the Water Resources Division with other City functions and departments.

 

The Water Resources Manager is responsible for developing, justifying, and recommending the annual division budget. He/She coordinates project approval, funding and implementation with Water Commission, staff, local and regulatory agencies. He/She will solicit, coordinate, and review the work of consulting firms engaged in water and wastewater operation studies.

Finally, this position will respond to and resolve difficult and sensitive citizen inquiries and complaints, and perform related duties and responsibilities as required.

Knowledge and Abilities

The selected candidate should have a thorough knowledge of:

• Integrated watershed management philosophies that represent 21st Century approaches to resource sustainability, including water conservation and reuse.

• Water rights, water supply development and planning.

• Principles and practices of public administration management, c1v1c engagement, coaching, goal setting, and budgeting for water and wastewater utility organization and management;

• Water and wastewater systems including treatment, reservoirs, collection systems, water mains, pumping plants, hydrants, valves and meters.

• Principles and practices of infrastructure asset management.

• Construction, operation and maintenance methods I techniques as applied to municipal water supply and distribution and wastewater collections and treatment.

• Federal, state and other agency rules and regulations governing water supplies and the wastewater systems.

• Principles of organizational development and administration, project management, budget development and management.

• Principles and techniques of human resource management. In addition, he/she should be able to:

o Make sound and effective decisions on complex projects.

o Prepare and present effective oral and written reports and recommendations.

o Establish and maintain cooperative and effective working relationships with public officials, staff and the general public.

o Select, train, supervise, and evaluate professional and front-line personnel.

o Organize the services of the Division which would include advance planning of water and wastewater systems operations and facilities, maintenance, level of adequacy at which services are to be provided, and the development of long term financial plans.

o Represent the City's interests in water and wastewater resource management.

Education, Certifications and Experience

Requires six-years of progressively responsible experience in water/wastewater system operations, including three years of administrative and management responsibility. Education, training and experience equivalent to a bachelor's degree in biology, chemistry, hydraulics, civil, mechanical, environmental or a related engineering program, public/business administration or a related field; (a master's degree is desirable).

License Requirements: Valid Class C California Driver's license at the time of appointment.
