Summary:

Under general direction from the Board of Commissioners and direct supervision of the County Highway Superintendent, assists with planning, designing and oversight of construction and improvements of the County transportation system in accordance with established engineering standards and county/state/federal policy.

Primary Duties and Responsibilities:

  • Conduct engineering studies related to transportation system planning and/or maintenance
  • Prepare plans; develop specifications; and generate cost estimates for transportation-related projects
  • Establish overall design concepts and design all components of roadways and associated items
  • Prepare and present reports of engineering-related transportation system information for affected departments/agencies and County CommissionersSupervise, conduct, and/or coordinate the inspection, documentation, materials testing, surveying and/or office processes to ensure construction projects are completed in accordance with contract requirements and County procedures
  • Supervise engineering technicians and seasonal staff assigned to engineering projects
  • Provide information and guidance to County departments, townships and political subdivisions regarding engineering standards, regulations and policies
  • Oversee and coordinate consulting engineering plan review of development plats and plans submitted through the County Planning and Zoning Board
  • Collaborate with County Highway Superintendent to prepare annual work plans, transportation program budgets and progress reports
  • Maintain confidentiality of non-public records and make available all data and information deemed a public record by the North Dakota Century Code

Position Requirements Required Knowledge and Skills:

  • Knowledge of civil engineering principles, concepts and methodology
  • Knowledge of laws and ordinances governing public engineering practices
  • Knowledge of supervisory principles, practices, and methodsAbility to prepare and interpret civil engineering plans, maps, specifications and reports
  • Ability to establish and maintain effective working relationships with staff, County Departments, political subdivisions and the public

Education, Experience and License/Certifications:

  • Bachelor’s degree in civil engineering or related field
  • Valid North Dakota Driver’s License or equivalent
  • 5+ years experience as transportation/civil engineer
  • Registration (or ability to become registered) as a Professional Engineer in the State of North Dakota preferred
