Very progressive, award winning community that is the economic center of the northwest Chicago suburbs seeks candidates to serve as its next Director of Transportation. Schaumburg is a community of neighbors accustomed to high quality municipal services and numerous cultural and recreational amenities. In addition to 67 shopping centers including Woodfield Mall, and more than 200 restaurants, Schaumburg is home to the Prairie Center for the Arts, the minor league Boomers baseball stadium, the Schaumburg Regional Airport and the Schaumburg Convention Center. Located 28 miles northwest of Chicago, Schaumburg hosts more than 5,000 businesses and is the corporate headquarters for Zurich and Motorola Solutions. More than 80,000 people work in Schaumburg’s business community which includes 10 industrial parks and more than 12 million square feet of office space.
Under direction of the Village Manager, responsible for direction of the Transportation Department, the supervision of those employees within that Department and the administration of the Schaumburg Regional Airport, Municipal Helistop and Schaumburg Transit Program. The director is responsible for the short and long term goals pertinent to the department, developing and maintaining the Village’s transportation vision including integration of other agencies’ transportation vision; developing and overseeing airport capital improvement projects; providing technical and policy advice to boards, committees and commissions on transportation-related items; and represent the village regionally through coordination with various transportation agencies. Position is the senior management position with the Department requiring strong supervisory skills, public contact, and the ability to exercise good judgment, and work independently.
Responsible for the management of the Transportation Department, including the supervision of the employees within that Department. Responsible for the oversight of the Municipal Helistop and Schaumburg Regional Airport. Oversees staff that administers the Village’s transit program, including Dial-A-Ride Transportation, Woodfield Trolley, Pace Suburban Bus Routes, the Senior Citizen Taxi program, and Regional Transportation Authority passes. Primary liaison with transportation agencies including Division of Aeronautics - Illinois Department of Transportation, Federal Aviation Administration, Regional Transportation Authority, Pace Suburban Bus, Metra Suburban Rail, Schaumburg Township, and Cook County Highway Department. Develops and administers Village policies on items relating to the Transportation Department. Represents the Village on transportation related items to other agencies, the media, and the public. Leads investigation of new transportation modes, improvements and technologies, considers new laws, regulations and funding opportunities. Provides technical advice and assistance to various boards, commissions, and committees on items involving the Transportation Department. Prepares and manages the Department's budget and those of the boards and commissions in which the department serves as staff, including the Transportation Committee, Pilots Technical Advisory Committee, Schaumburg Regional Airport Advisory Committee, Bikeways Advisory Committee, and Traffic Impact Advisory Committee. Oversees staff that administers the Village's fire lane program including the inspection and re-inspection to ensure compliance with approved site plans. Administers those aspects of the Capital Improvement Plan as they relate to the Transportation Department, including project development completion and financial record-keeping. Prepares and supervises amendments to the Village's Municipal Code. Oversees review of geometric and regulatory improvements to the roadway network, reviews or oversees staff for review of development proposals for traffic impact fee program, parking and circulation issues, and conduct roadway, bikeways and transit planning. Prepares recurring reports required by the Village Manager; prepares correspondence and memoranda on matters relating to the department. Provides technical guidance and assistance to members of the Transportation Department staff. Performs other tasks and duties as assigned. Attends various committee meetings. Monitors transportation complaints and requests for service from Village residents and performs follow-up to assure they are carried out. Reviews development requests to ensure compliance with applicable Village codes, ordinances, and policies. Oversees the preparation of all traffic studies and reviews proposed recommendations to traffic control. Field work may include exposure to extremes of temperature for prolonged periods or abrupt changes in temperature and high levels of noise for an extended period. Exposure to fumes or disagreeable odors.
Master’s Degree in civil engineering, planning, public administration or closely related field required or be willing to attain one within three (3) years of employment. Five to seven years of transportation coordination experience with municipal, planning, engineering and governmental agencies; a general knowledge of or previous aviation experience. Five to seven years of managerial experience including contract management and public administration. Licensed professional engineer by the State of Illinois and/or American Institute of Certified Planners certification through the American Planning Association. Necessity to communicate effectively both verbally and in writing. Prolonged periods of concentration required for proof reading, evaluating site plans, calculation, evaluating site plans, reading and interpreting ordinances and policies.
Residency in the Village of Schaumburg is required within a reasonable amount of time.
REQUIRED KNOWLEDGE AND ABILITIES:
Ability to administer and supervise the activities of the department. Considerable knowledge of and experience in applying the principles, practices and laws of transportation engineering and planning. Experience using the principles of urban planning, transportation planning, municipal finance, land development, and economic development. Experience with budget preparation and monitoring. Experience working extensively with boards, commissions, media, public, and outside agencies. Ability to make effective verbal and written presentations. Ability to write reports and prepare related correspondence.
