SFMTA Capital Programs & Construction Division (CP&C) is structured to provide professional services for the implementation of SFMTA’s Capital Improvement Program (CIP) and employs approximately 100 engineers, technicians, and administrative staff responsible for the delivery of projects that provide state of good repair, improved system security and safety, facility upgrades and enhancements and system expansion. Division responsibilities include design, engineering, project and contract management, contract administration, cost and schedule control, quality assurance, and procurement administration.

Under policy direction, the Program Delivery Deputy Director plans, organizes and directs all Project Management and Capital Controls functions and activities; directs the enforcement of applicable laws, ordinances and regulations; oversees capital program budgets; establishes and maintains community relations and professional interest in Division matters; represents SFMTA and the Division before meetings of legislative bodies, administrative officials, public agencies and private groups; prepares and presents reports to the Division Director on activities, problems and needs of the Division; and performs related duties as assigned.

A critical initial assignment of the Program Delivery Deputy Director will be to develop a SFMTA agency-wide framework for improved project delivery of all capital projects and programs. This framework will be crafted through a comprehensive review of each agency division, with concluding recommendations designed to maximize project delivery capacity and effectiveness agency-wide.

The ideal candidate is a visionary, large scale project manager with significant experience in design/build. The ability to thoroughly assess and then develop a high functioning and high volume program delivery system is critical. The successful candidate will be a strong manager of people, who values staff development and succession planning. Previous success in leading system or cultural change is sought. A background in successfully delivering projects in an urban, public sector environment that encompasses a myriad of stakeholders and requires substantial collaboration is essential. In that regard, the new Deputy Director will be required to establish and maintain close working relationships with key city leaders, other city departments, external agencies, and the community, which will require exceptional communication skills and political astuteness.

A well-rounded leader, with substantial successful leadership experience in a senior level position within a complex organizational environment who possesses a bachelor’s degree from an accredited college or university and ten (10) years of Project Management experience directing and coordinating Project Management activities is expected; an advanced degree is desired. Experience working with a Board of Directors is highly preferred.
