The position is in the Construction Services Division of the Public Works Department to supervise, assign, review, oversee and participate in the work of staff responsible for providing civil engineering, inspection and construction management services for various public works projects such as storm drain and sewer systems, water systems, street improvements, traffic signal improvements, and construction by private
developers and other city departments; to ensure work quality and adherence to established policies and procedures; and to manage more technical and complex construction projects.

  • Plan, prioritize, assign, supervise, review and participate in the work of staff responsible for providing inspection and civil engineering services on Public Works construction projects.
  • Establish schedules and methods for providing civil engineering services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
  • Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures.
  • Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  • Participate in the preparation and administration of the assigned Section budget; submit budget recommendations; monitor expenditures and revenue; administer the budget for assigned capital projects.
  • Serve as project manager on complex projects and oversee staff assigned to less complex projects; administer project from inception to completion including constructability review, public meetings, bidding and construction; serve as liaison to City staff, developers, engineers, consultants, the general public and external agencies on proposed development projects; develop project timelines and sets priorities; assign work tasks and oversee the agreements and of consultant staff.
  • Coordinate construction activities with those of other divisions and outside agencies and organizations; prepare staff reports and other necessary correspondence.
  • May act as Construction Services Manager as required.
  • Perform related duties as required.

Requirements: Four years of responsible civil engineering experience including one year of administrative and/or lead supervisory experience supplemented by a Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying. Possession of an appropriate, valid driver’s license. Possession of State of California registration as a Professional Civil Engineer is required. Certified QSP/QSD is highly desirable.
