SUMMARY:
Under general direction, coordinates and supervises construction inspection, traffic and project management staff to ensure that public improvements constructed by private development and City construction projects meet City of Thornton standards and specifications.

ESSENTIAL FUNCTIONS:

Performs professional engineering services for development review of public improvements; oversees the design and construction of capital improvement projects for various City departments. Supervises data collection, design, review and inspection of private and City development to meet standards and specifications of the City, including streets, pavement design, drainage design, traffic signal design, traffic sign and pavement marking layouts, landscaping, utilities, grading, parks and related items. Supervises and directs the activities of assigned staff; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; writes and conducts evaluations. Provides reviews for annexations, platting, developer’s agreements, and related development requirements. Meets with citizens to discuss traffic engineering and engineering related issues. Meets with developers, design engineers, and contractors, and addresses design and construction issues which are resolved to meet the requirements of the City’s standards and specifications. Performs engineering studies and calculations for possible infrastructure construction by the City or a private developer; reviews and approves construction plans, drainage reports, utility studies, and traffic studies. Develops and monitors annual work plans for traffic engineering, capital improvement or development review sections. Resolves technical problems related to the design and construction of capital improvements and operation of traffic signals, ITS devices, and communication systems. Oversees land acquisitions for City projects. Manages and monitors contracts with consultants. Provides professional, administrative and technical support. Proposes, presents, and justifies programs, projects, operations and services. Recommends staffing requirements; participates in the forecast of necessary funds for staffing, materials and supplies. Responds to and resolves community and organizational inquiries and concerns. Discusses and resolves budget issues with appropriate staff; implements adjustments as necessary. Performs other duties as assigned.

QUALIFICATIONS:
Education/Experience:
Bachelor’s degree in Civil Engineering or related field from an accredited college or university; six years’ experience in civil engineering or four years of municipal civil engineering; two years of lead work or supervisory experience. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:
Colorado Professional Engineering License. Valid Colorado driver’s license with a safe driving record.
