SUMMARY DESCRIPTION

Under general direction of the Chief Operating Officer, plans, coordinates, and directs all functions of the Facilities Management and Capital Projects Department. Performs related work as required.

EXEMPLARY DUTIES/RESPONSIBILITIES

Develops departmental budget; reviews requests for bid proposals, assists in the preparation of bid documents opening of bids, evaluation of bids, and making recommendations to the Board of Trustees; serves as "designated person" of the asbestos control program by completing necessary EPA documents, insuring compliance with EPA requirements, and maintaining laboratory test results; dispatches proper District personnel in emergency situations.

Determines scope of projects and budgets by participating in the writing of specifications, formulating basic requirements-and developing designs, obtains approvals from various review agencies, administers construction contracts by developing and approving pay requests and monitoring construction schedules. Implements and maintains the continuous use of the District's construction project management software program allowing website access to information of public interest, performance indicators, project status and to generate up-to-date project status reports as requested by the Trustees and members of the public.

Develops and maintains the District's long range facilities plan, capital project needs assessment, capital project allocation plan and capital improvement plan in accordance with the District's policies and procedures; manages all functions required for the plans including enrollment projections, education specification application to new and existing schools, capital renewal needs assessments utilizing the Facility Condition Information System (FCIS) and other planning tools and/or procedures as directed.

Oversees the building maintenance and housekeeping functions including the management of the District's Computerized Maintenance Management System (CMMS) work order program involving all skilled trade technicians, field supervisors and their associated shops.

Working with Area Superintendents and affected school administrators, coordinates the planning and facilitation of enrollment rezoning processes. Forms process committees including community and parent participants, schedules committee meetings and provides enrollment projection information for the development of recommended rezoning plans and presents the recommended plans to the Trustees for approval.

Reviews property holdings and requirements and makes recommendations to the Board on the purchase or sale of property; works with the Purchasing Department in the preparation of bids and participates in the opening of bids; opens escrow accounts for purchase of property; maintains files on all District-owned sites and inventory of real property records.

Determines items which require Board direction, acceptance, approval, authorization or presentation for information purposes and presents reports to the Board as required.

Reviews and signs work purchase orders for building and site modifications, equipment purchases and new construction; prepares evaluations of Pro/Tech and classified direct reports including but not limited to the Supervisors of Maintenance, Operations, and Directors of Construction and Planning/Architecture and Administrative Assistants; reviews and signs time and attendance sheets for subordinate employees; develops policy on the construction of new, renewal/revitalization of existing, maintenance, repair and cleanliness of buildings and grounds; coordinates department activities with principals and District staff.

Maintains the District's compliance with all regulatory programs including but not limited to asbestos (AHERA), lead, indoor air quality, underground storage tanks; assures the District's compliance with all Nevada Revised Statutes related to school building construction management and associated activities.

Oversees the continuous development and management of the District's utility conservation program including electricity, fossil fuel, water, trash and sewer.

Develops policy and participation in the selection, training, and formal disciplinary matters with classified employees; reviews recommendations of the Supervisors of Housekeeping, Maintenance, Construction, or Planning regarding disciplinary matters.

EMPLOYMENT STANDARDS

Education/Experience: Any combination equivalent to education and experience that could likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

1. Equivalent to a Master's degree from an accredited college or university with major coursework in engineering, general construction, or architecture, supplemented with business courses;

AND

2. Five (5) years of professional experience with a Master's degree or eight (8) years with a Bachelor's degree; experience in personnel management, construction project planning and delivery, maintenance services, and departmental budgeting and accounting.

Knowledge of: Construction practices; building codes, fire and safety codes; maintenance management systems, procedures and policies of educational organizations; principles of effective management, staff supervision and administration.

Skill at: Public speaking; coordinating a wide variety of project activities, resources and procedural steps; organizing and determining priority of work; dealing with changing priorities and unique construction problems; estimating costs and preparation of bid specifications; report preparation; preparing construction and maintenance contracts; working with people, staff supervision, and administration.

Licenses/Certificates: Preferably registered as a professional engineer or licensed architect in the State of Nevada; and possession of a valid Nevada driver's license.
