Assistant Director for Equipment and Building Services
Equipment and Building Services (EBS) is seeking an experienced individual to serve as one of three Assistant Directors. The position serves as an assistant department head and reports directly to the Director of Equipment and Building Services.
EBS is responsible for a wide range of City services focused primarily in three areas: fleet management; facility management; and physical security. The department seeks a new contributor to the executive management team with experience and abilities in one or multiple areas of the department’s responsibilities. This vacancy is regarded as a potential opportunity to reorganize to some degree and enhance the ability to deliver primarily internal services to the rest of the City of Dallas organization. EBS is one of several City departments with certified management systems in place for environmental management, occupational health and safety programs, and quality management.
EBS provides procurement, maintenance, repair, and end of useful life disposal for the City’s 5,200 units of general fleet. The fleet includes vehicles such as police cars and motorcycles, garbage trucks, dump trucks, light and medium duty pickup trucks, administrative sedans, and construction equipment. In addition, EBS purchases and manages fuel used by approximately 7,000 units, operates eight fuel islands, and delivers fuel to approximately 100 storage tanks throughout the city.
EBS provides maintenance, operations, and repairs for over 1,000 City-owned buildings or leased spaces totaling over 13.3 million square feet. Facilities include City Hall, the Municipal Courts Building, libraries, fire stations, the Morton H. Meyerson Symphony Center, Dallas Museum of Art, City Performance Hall, recreation centers, and other facilities. EBS is responsible for custodial services in approximately 4.3 million square feet of space through a combination of staff and service contracts. In addition, EBS provides security services at nine facilities through a combination of staff and service contracts.
Primary responsibilities of the position are to plan, direct and provide executive management in the department. The position is responsible for providing administrative direction, operations review and quality control of assigned division(s) and/or departmental programs, to ensure effective departmental performance. The incumbent will plan, organize and direct, through subordinate manager(s), the day-to-day operations of the division as well as assign and review performance of subordinate managers and supervisors. The incumbent should be able to develop, evaluate and implement policies, procedures, standards, goals, and objectives for assigned functions. He/she will also oversee financial and budgetary management for assigned divisions, monitor and approve expenditures and recommend resolution of budget variances during the year.
If necessary, the Assistant Director may act for the Equipment and Building Services Director in his absence or at his direction and/or represent the Department to the public, other municipalities, businesses, boards and commissions.
The position works in close collaboration with other EBS divisions and City departments and effective customer service is critical.

Candidates must also be willing to take risks and attempt innovative approaches to issues; critically review information and investigate issues. They must also have the ability to accept ambiguity and contradiction as a natural part of the working environment.
Completion of a Bachelor’s degree from an accredited college or university with a focus in Public Administration, Business Administration, Management, Civil, Mechanical, or Architectural Engineering, Architecture, or a closely related field. Qualified applicants will have at least eight years of broad, extensive and progressively responsible administrative experience in facility management, fleet management, or other public administration with responsibility for planning, organizing, coordinating and directing the staff and activities of a major program. Five years of progressive management experience and an established track record of effectively working with various departments, positions and agencies is desirable. Any combination of education and experience that would likely provide the required knowledge skills and abilities will be considered and may be qualifying.
Salary: DOQ + benefits (Salary Range: $88,006, - $141,099)
