WATER RESOURCES MANAGER – This is an exciting opportunity working for a new division that requires a highly motivated and responsible individual in an administrative position directing the activities of the Water Resources Division of the Department of Public Services. Work is performed with considerable discretion, initiative and independent judgment under the general direction of the Director. Primary responsibilities will be to coordinate and implement the organization and development of a new Water Resources Division; oversee staff, operations, maintenance, repair and budget preparation for all of the City’s Clean Water Act compliance requirements; manage the wastewater collection, pump station operation and storm water operations and infrastructure; ensure compliance with State and Federal Water Quality Discharge permits and customer services responses; assign work projects based on area of expertise in order to optimize the use of available staff and equipment; prioritize work projects based on severity of the problem, potential danger to the public and compliance obligations; identifies and resolves operational and personnel problems; manages storm water facilities and programs including implementing and ensuring compliance with MS4 obligations; assists with and prepares the groundwork for a possible new storm water utility; oversees asset management activities of City wastewater sewer and storm water assets for tracking purposes; plans and ensures completion of capital construction projects related to Water Resources Division and collaborates with Engineering on sewer and storm water related capital improvement projects. Requirements: Graduation from an accredited college or university with a Bachelor’s Degree in Civil Environmental or Sanitary Engineering; Public or Business Administration or related field; seven to nine years of progressively responsible senior level management experience in a public mid to large size organization and/or utility system; senior level experience with managing water resources functions with a public section agency; five years or more experience in supervising and managing a division or function that includes water resources, sewer maintenance and storm water; demonstrated ability to establish and maintain effective working relationships with federal, state and local governmental entities, other divisions and departments, subordinates and the public; excellent communication skills; ability to resolve interpersonal conflicts; excellent organizational skills. Necessary Special Requirements: must possess valid Maine Class C driver’s license and have and maintain a good driving record. Non-Union - Grade 11 - Salary Range $1206.75 to $1411.88/wk.
