Manages, administers and coordinates the operational activities of the Municipal Services Division in the Public Works Department in support of policies, goals and objectives established by the Municipal Services General Manager by performing the following duties personally or through subordinate crew leaders and employees. Work can entail various shifts and days depending upon work demands and weather conditions.



Training and Experience

Bachelor’s degree or equivalent from an accredited college or university and four years progressively responsible experience, including some supervisory experience, in public works administration or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.


Knowledge, Skills and Abilities

Comprehensive knowledge of acceptable management practices and standards of maintaining streets, rights-of-way, storm sewers, drainage systems, refuse collection, recycling and disposal and of janitorial duties; thorough knowledge of the laws and regulations that impact the work performed and supervised; proper safety practices and procedures; emergency operations for natural disasters such as snow, floods, tornadoes, etc.; good knowledge of the methods and techniques of equipment operation; public works construction and facility maintenance; disaster planning, FEMA procedures and policies and National Incident Management System(s).

Exceptional skill in public, employee and labor relations and in maintaining effective working relationships; skill in organizing, completing and reporting on projects; developing and administering related recordkeeping systems; operating Microsoft Outlook, Word and Excel and accounting software – NaviLine preferred.

Ability to read, analyze and interpret complex documents; respond effectively to sensitive inquiries or complaints; write reports, business correspondence and procedure manuals; effectively present information and respond to questions from groups of supervisors, elected officials, employees and the general public; define problems, collect data, establish facts and draw valid conclusions; interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to speak Spanish desirable.


Licenses, Registrations and Certifications

Valid Illinois Class B Commercial Driver’s License (CDL-B) with air brakes endorsement, or equivalent, within 45 days of hire.

While performing the duties of this job, the employee is frequently required to walk, sit and talk or hear. The employee is occasionally required to stand, use hands and fingers to handle or feel, reach with hands and arms, climb or balance and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Work is performed under varied weather conditions in disagreeable conditions. The employee is occasionally exposed to risk of electrical shock and vibration. The noise level in the work environment is usually moderate.



The current Residency Policy states employees shall live within a 20-mile radius from the City’s Emergency Center, located at 1630 8th Avenue in Moline, within 180 days after completion of the employee’s probationary employment.
