JOB SUMMARY:

Hiring Range: $70,657.60 - $91,894.40 annually

Primary responsibility is for the operation and maintenance of the central traffic signal computer system that includes the TransCore central traffic signal control, Microsoft Windows Server Operating System, Oracle Relational Database, Windows Office, Synchro and Tru-Traffic2 Traffic Signal Timing Optimization, and other related software applications.  Maintain and operate the servers and workstations that run the software operating system and applications.  Performs other professional traffic engineering duties common to a municipal traffic engineer.
 

MAJOR TASKS, DUTIES, AND RESPONSIBILITIES:

MAJOR TASKS, DUTIES AND RESPONSIBILITIES (This job description does not intend to list every function of the position.)

ESSENTIAL FUNCTIONS

Performs professional traffic engineering duties in the areas of traffic analysis, fiber optics system design, video surveillance and detection design as well as other traffic engineering functions.

Traffic signal analysis and corridor optimization

Attends meetings with citizens as required.

Attends City Council meetings as required.

Coordinates with other jurisdictions as required.

Represents the City on various committees and project teams dealing with traffic engineering.

Writes grant applications and seeks innovative funding alternatives.

Manages major projects with budgets of $500,000 and above.

Interacts with others in a positive manner.

Requires regular and prompt attendance.


IMPORTANT FUNCTIONS

Acts as project manager on Capital Improvement projects.

Manages a portion of the Traffic Engineering budget.

Testifies in court or at legal proceedings on traffic engineering matters.

Acts as one of two departmental budget coordinators.

ORGANIZATIONAL RELATIONSHIPS

Supervision Received:

Receives supervision from the Traffic Engineer.

Supervision Given:

Directly supervises Traffic Engineering Assistant.

Directs the work of consultant contracts.

Manages the software maintenance contract for the Traffic Management and Operations Center.

 

ESSENTIAL QUALIFICATIONS:

ESSENTIAL QUALIFICATIONS (Knowledge, Skills, and Abilities)

Education:

Bachelor of Science in Engineering or related field preferred.  College-level course work in Traffic Engineering disciplines such as geometric design, traffic signal design, traffic signal timing, communications infrastructure design, and project management may be considered an acceptable substitute.

Experience:

A minimum of five years experience in general traffic engineering activities.  Three years in a responsible position (in charge of) traffic engineering related design/review and construction projects. 

One year of experience in personnel supervision.

Licensure/Certification/Registration:

A valid driver’s license and a good driving record are required.

Ability to obtain a professional engineering license within one year of hire is preferred.

Ability to obtain a Professional Traffic Operations Engineer Certificate is preferred.

Other Knowledge, Skills and Abilities

Ability to communicate orally and in writing with citizens as well as with City Management and elected and appointed officials.

Ability to schedule work for timely completion with a minimum amount of supervision.

Ability to supervise subordinates.

Must show a commitment to continue education and training for professional development.

Advanced knowledge of spreadsheet, relational database, word processing, and presentation applications.

Must have the ability to successfully pass a criminal background check.

PHYSICAL REQUIREMENTS

Lifting and Carrying:  Must be able to lift and carry supplies and equipment weighing up to 10 pounds

Body Positions:  Sits at a desk to complete work requiring keyboarding.  Moves about City facilities as needed.

Operates variety of office equipment.

Hearing: Must be able to hear audible signals from equipment; respond to telephone inquiries from citizens, employees and others as well as communicate with staff.         

Vision:  Employee uses vision to enter data into computer, read handwriting, manuals and interpret reports etc.

MENTAL REQUIREMENTS:

Mathematics: Must have basic addition, subtraction, multiplication and division skills to complete monthly and annual reports.  Must have the math skills necessary to understand algorithms in traffic computer signal coordination applications.  Must have a thorough understanding of the fundamental formulas for calculating static and dynamic forces acting on signal support structures.

Remembering: Must remember to follow up with clients and staff requests.

Language Ability: Must be able to read and interpret policies, procedures, to write grammatically correct documents and to communicate professionally to staff, community members and others.

Reasoning: Must make timely decisions in referring calls to the appropriate staff, and proving standards of professionalism.

WORK ENVIRONMENT

Work is generally performed in the office.  Field work is required to investigate field conditions.

Contact with citizens, other municipal staff, contractors and vendors.

Professional recommendations are expected and must be explained or defended as required.

Attendance at meetings outside the office. 

Night meetings are required for City Council.
