Oversees and coordinates work schedules and activities of the Public Works divisions.  Formulates policies and procedures governing the operations of the Public Works Department.  Prepares department budget, attends budget hearings, presents same to City Manager and Council, monitors expenditures/revenues.

 

Develops, designs, implements, and/or administers Public Works/City projects to enhance the quality of the City and to keep the City’s infrastructure in good working condition.

 

Confers with City Manager and City Council on Public Works policies; submits special reports and studies to aid City Manager and Council in decision-making process.

 

Meets with developers/builders to discuss availability and requirements of City utilities and streets to be included in City development projects.

 

Responds to inquiries (both written and orally) from private citizens, salespersons, and departmental personnel regarding Public Works activities.

 

Plans, directs and coordinates the repair and maintenance of City streets, alleys, water system, and storm water systems.

 

Evaluates service requests for Public Works operations and ensures that timely service is given.

 

Supervises employees within Public Works and oversees compliance to personnel policies, completes performance evaluations, provides guidance and leadership, delegates work, sets priorities.

 

Is easily accessible and encourages input and communication from employees under his supervision.  Encourages subordinates to strive for higher achievement, innovation, and greater responsibility.  Assists with job tasks whenever the need arises.

 

 

Qualifications for the position are as follows:

Ability to direct and supervise the work of others.

Ability to organize, schedule, and coordinate the activities of a major department.

Ability to communicate effectively, both written and orally.

Ability to develop and maintain effective working relationships with associated, City departments, and the general public.

Ability to develop long range goals and plans.

Ability to evaluate emergency situations and take corrective action in a calm, professional manner (e.g., snow storms, wind storms, water main eruptions, etc.).

B. S. in Engineering or related field plus at least five years supervisory experience in Public Works or equivalent combination of education and experience which will indicate possession of the skills, knowledge, and abilities listed above.  Professional Engineer license preferred.

Experience in communicating and coordinating with major State agencies such as CDOT preferred.
