Pinellas County Government is seeking a Section Manager with an area of expertise within Transportation and Stormwater.  The incumbent in this position performs high level managerial/administrative duties with responsibility for planning, budgeting, coordinating, and collaborating with internal and external stakeholders. Other responsibilities will include organizing, managing, supervising, coordinating, directing, reviewing and assessing the work of supervisory, skilled and semi-skilled employees engaged in the maintenance, service, and repair of roadways, and bridges. The incumbent will write performance evaluations, handle employee complaints and grievances, and will recommend the hiring, termination and promotion of staff.  A person in this position will also be involved with strategic and tactical planning for the assigned section of responsibility. Additionally, the incumbent will be responsible for developing staff and high performing work units that support the vision and strategic plan. The duties within this position will involve working closely with the Division Director on critical issues and organizational policies. The work involves responsibility for the leadership, organization, management, and coordination of operations and programs. Additionally the incumbent will be responsible for making important procedural and operational recommendations to the director of the division to ensure maximum management efficiency.

The department is seeking a candidate with:

  • 7 years of progressively responsible technical, professional, and administrative functions in business administration, project management, engineering, environmental management, accounting, or a related field that includes formal supervisory training or 1 year of team leadership or supervisory experience; or
  • Bachelor’s degree and 3 years experience as described above; or
  • An quivalent combination of education, training, and/or experience.

In addition,

  • Leadership skill and team skills are essential in all aspects of the position.
  • Must be familiar with pavement systems and materials.
  • Must be familiar with maintenance and repair of bridges and guardrail.
  • Must be familiar with the materials, methods, practices and equipment used in the repair, rehabilitation and maintenance of roads, bridges and drainage systems.
  • Assignment includes working a variety of work schedules including compulsory work period in special emergency and/or disaster situations.
  • Reviews construction plans for in-house or contracted projects.
  • Knowledge of the occupational hazards and safety precautions pertaining to work operations.
  • Ability to apply computer applications and software
  • Ability to read and interpret a variety of blueprints, schematics drawings, plans and specifications.
  • Ability to make detailed technical inspections
  • Ability to diagnose, locate and correct problems
  • Ability to communicate effectively, both orally and in writing.
