The City of Oakley is recruiting for a highly experienced professional engineer to manage a progressive public works department with significant capital projects and operational activities that support and improve the quality of life in Oakley. The Director will be directly responsible for a Department of approximately 10 full-time employees with an overall operating budget of approximately $4 million and a Capital Improvement Program budget that has ranged from $2 million to $20 million per year.
This position is a key member of the City’s Executive Leadership team. Of critical importance and significance to the City Manager is the ability of the Director of Public Works to represent the Department with the highest degree of leadership and professionalism, as well as ensuring accountability for successful outcomes.
The Director must be a dynamic and innovative professional who is self-confident and able to speak with clarity and authority on a variety of complex technical issues.
The new Public Works Director/City Engineer must be capable of working effectively and communicating diplomatically with the City Council, staff, residents, citizen and business groups, regulatory bodies, developers, contractors, and other governmental agencies.
Working closely with the City Manager as well as the Department’s management staff, the Director will have overall responsibility for and provide leadership to all of the services provided by the Department in addition to department administration, budget, organizational planning, and organizing and providing emergency services during major events such as flood, earthquake, and fire.
The ideal candidate for the Oakley Director of Public Works/City Engineer will understand the importance of customer service and be a highly organized, decisive, and innovative leader with strong interpersonal skills, good judgment, and integrity.
The Director will work with a diverse group of staff with widely varying backgrounds and must be comfortable working in that environment, interacting with their staff to inspire, motivate, and empower them to achieve established goals.
Education: Graduation from an accredited four-year college or university with a degree in civil engineering.
Experience: At least eight years of increasingly responsible and varied professional civil engineering experience involving the design, construction, maintenance, or operation of public works, including at least three years of management responsibility.
Professional License: Registration as a Professional Civil Engineer in the State of California, or in another state with reciprocity, is required.
