To perform a variety of professional and technical work duties related to the review of public works and private development facilities including development and compliance enforcement of City policies and standards. To supervise and manage the work of professional consultants and development engineering personnel in the review and approval of subdivision and public infrastructure plans. To coordinate City engineering development requirements with the general public, developers, engineers, contractors and staff. To provide professional staff assistance to Council, boards and commissions. This position must work well independently and with teams, while providing excellent, respectful customer service and human relations skills, which support the City of Brighton’s Mission and Values.

Example of Duties:

Review and approve plans and specifications for construction of a full range of public and private infrastructure and related facilities. Check submitted plans for accuracy, suitability and completeness. Review subdivisions in accordance with the City’s Municipal Code, development standards, policies and applicable Federal and State guidelines as they relate to engineering. Review complex design calculations. Prepare response letters to developers, applicants and engineers related to review. Attend and/or facilitate internal or external meetings related to area of assignment. Meet and communicate with developers, contractors, engineers and the general public relative to City policies, regulations and procedures as they relate to engineering. Work collaboratively with planning and building functions within the City. Represent the City in public meetings (after hours), City Council and Planning Commission meetings, and when working with regulatory and other governmental agencies. Meet with commissions, tasks forces, committees and the Planning Commission and City Council as assigned. Draft and implement procedures, policies, ordinances and resolutions regarding development engineering activities. Participate in budget preparation and related projects. Develop recommendations for consideration within the development review process. Evaluate existing operations and prepare engineering solutions which include economics, environmental and community impacts assessments. Manage and supervise development engineering personnel. Select and oversee contracts for professional engineering consultants. Determine priorities of projects and work assignments. Assign tasks to development engineering personnel and professional consultants. Plan, prioritize, assign, oversee and review the work of development engineering personnel and professional consultants involved in assigned projects. Perform other duties as assigned.

Required Knowledge, Skills, and Abilities:

Knowledge of:

Principles and practices of engineering as applied to municipal public works and land use development. Methods, materials and techniques used in the construction of public works projects and private development facilities. Modern development engineering principles and practices, urban planning practices and related environmental concerns. Recent developments, programs, current literature and source information regarding civil engineering, including changing regulations and methods of compliance. Pertinent local, State and Federal laws, codes, and local ordinances, City functions, policies rules and regulations. Development review processes including engineering plan review methods. Techniques for preparing engineering designs, plans specifications, estimates and reports. Know and use terminology, methods, practices, techniques of design, construction, installation, safety and maintenance used in general civil engineering. Understand, apply and explain ordinance, regulations, codes, resolutions, procedures, laws and policies governing assigned areas. Computerized engineering systems including GIS, AutoCAD and various modeling software applications.

Ability to:

Identify and interpret technical and numerical information. Schedule, assess and supervise the review of engineering plans and studies. Perform work with minimum supervision. Supervise, train and evaluate the performance of development engineering personnel and professional consultants. Quickly grasp new techniques, deal with rapid changes in priorities, remain calm and effective in stressful situations. Ability to establish and maintain effective working relationships with employees, officials, contractors, developers, other engineers, City personnel and the public. Communicate clearly and concisely, both orally and in writing.

Education and Training:

Bachelors of Science Degree in Civil Engineering from an accredited engineering university. Four (4) years of project engineer experience with public works utility or Community Development Department in design and construction, or with a consulting engineering firm in the municipal field.

Special Requirements:

Possession of a valid Colorado driver’s license. Current registration as a Colorado Professional Engineer or ability to transfer or obtain current registration within one year of appointment. FEMA ICS-700 and ICS-100 are required to be completed within 6 months of hire. Bilingual English/Spanish preferred.
