Metropolitan Domestic Water Improvement District is actively recruiting for a General Manager. Metro Water District is a public utility located in the northwest portion of Tucson, Arizona, and provides potable water service to approximately 50,000 customers.

Position and Organizational Profile:

The District has had an aggressive capital improvement program over the last 15 years replacing many aged and undersized distributional lines. At this time, the potable system relies on ground water for its source of supply. The District also has an allocation of Colorado River water and has had a successful recharge program to store this water for future use. A recovery and delivery system is planned for the future from this recharge area.

The current General Manager is retiring after a successful career of over 30 years with 20 years as the District’s GM. The ideal successor will have a proven track record of working collaboratively with other public and private entities, strong interaction in the water community and provide leadership and strategic direction for the District.

The General Manager is appointed and reports a five (5) member elected Board of Directors. Metro Water operates under the authority of the Arizona Statutes. The Board of Directors establishes policy and financial authority, with the revenue and fee structure for the operation of the District set by the Board.

Qualifications and Experience:

The successful candidate will possess a commitment to teamwork, outstanding strategic vision and leadership, superior management and supervisory skills, highly developed communication and listening skills, and a proven record of successfully managing a utility operation.

Knowledge, skills, and abilities include:

Extensive knowledge of water planning, design, construction, operations and management.Management of budget and financial resources, including addressing future capital needs.Advancement of organization strategies to address employee professional development and retention as well as customer service principles.Scenario planning for supply and demand management.Creation and coordination of policy and service issues with regulatory agencies.Ability to establish and maintain professional relationships with external organizations and representing the District to professional and governmental bodies, community organizations, and the District’s Board of Directors.Skills in communication effectively verbally and written, and presenting in front of governing boards, committees, and large groups.

Candidates with a Bachelor’s Degree in public or business administration, public management, civil engineering or related fields with courses in water resources, or closely related field and a minimum of six (6) years in management, and experience in managing and administering a water utility, special district, or an equivalent combination of experience, education and training will be considered. Master’s preferred.

Compensation and Benefits:

Salary will be determined on qualifications and experience. The starting salary and benefits for this professional opportunity are negotiable and highly competitive, depending upon the background and qualifications of the successful candidate. The District offers a full competitive benefits and membership in the Arizona State Retirement System.
