Montrose County is located in beautiful Southwest Colorado. A thriving community, home to 41,412 neighbors in over 2,200 square miles, includes the Uncompaghre River and Paradox Valleys. An agricultural hub of the western slope, Montrose County is home to Black Canyon of the Gunnison National Park, as well as the Gunnison Gorge National Recreation and Wilderness Areas. The majority of the County is made up of National Forest, Bureau of Land Management or National Park lands.  The main cities include Montrose, Maher, Naturita, Nucla, Olathe and Paradox.  A team of nearly 450 employees is committed to serving the needs of our friendly community and visitors to our area.

The Public Works Director reports to the County Manager. Montrose County Public Works is comprised of the following areas under the direction of the Public Works Director.

  • Road & Bridge
  • Engineering
  • Solid Waste
  • Fleet Maintenance

These areas interact and sometimes share employees. The Public Works Director has also been appointed by the Board of County Commissioners to act as the Road Supervisor as provided for in the Colorado Revised Statutes 43-2-111.

The Director provides recommendations to the County Manager and Board of County Commissioners for the strategic direction of Public Works to maintain and enhance the public transportation infrastructure and resource management services to the citizens and visitors of Montrose County.

In 2007, a dedicated sales tax was approved by the voters which draws significant attention from the public as to how and where the additional revenue is being spent. Consequently, this position can be fairly high-profile, at times.

Essential functions of the position include:

  • Develop, implement, manage and enhance Public Works strategic plan.
  • Develop and/or implement goals, objectives, policies and procedures.
  • Lead senior staff/managers in identifying and implementing short and long term Public Works overall strategic plans, goals, work procedures, workflow, and work schedule development.
  • Prepare annual budgets for the departments within the Public Works Department and projected revenue vs. expenditures for both the long and short term.
  • Coordinate with other County divisions on related/mutual projects and shared budgetary information.
  • Conduct presentations and participate in media interviews.
  • Negotiates critical and controversial issues with top-level engineers and officers both governmental and private.
  • Direct integration of all program areas into Division services and functions facilitating successful accomplishment of all program areas.
  • Review and evaluate work methods and procedures; meet with management staff to identify and resolve problems.
  • Select professional, technical and support staff and ensure effective morale, productivity and discipline
  • Plan, organize, administer, review and evaluate the activities of staff directly and through subordinate supervisors or managers; provide for staff training and professional development; interpret county policies and procedures for staff
  • Establish performance requirements and personal development targets and provide coaching for performance improvement and development.
  • Explain, justify and defend division programs, policies and activities; negotiate and resolve sensitive and controversial issues.
  • Coordinate division activities with those of other divisions, outside agencies and organizations.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Apply strategic planning process in establishing and meeting objectives.

Requires Bachelor’s degree plus ten (10) years of increasingly responsible public works, or engineering experience is required, including four (4) years of administrative and management responsibility. Excellent managerial skill sets required.  A master’s degree in management/administration or a relevant field is highly preferred. Registration as a Professional Engineer in the State of Colorado within six months of appointment is desirable.
