The City of Virginia Beach is seeking a Transportation and Transit Manager who maintains and interprets the master transportation plan to ensure proper arterial highway development; manages and provides oversight of the Hampton Roads Transit (HRT) budget; provides project management responsibilities related to multi-million dollar CIP projects; coordinates transit and transit oriented projects to include the HRT transportation study, transportation financing, economic impact, and public private partnerships; conducts periodic studies and evaluations for the master transportation plan; prepares appropriate amendments for inclusion to the planning commission and city council agendas; coordinates interdepartmental implementation to ensure development follow plan's recommendations; communicates provisions of plan with the public; represents city on regional transportation technical committee for coordinating city activities with those of neighboring jurisdictions and the Virginia Department of Transportation (DOT); develops listing of eligible projects for inclusion in the capital improvement program (CIP); develops methodology for assessing fiscal impact of alternative development policies in the City; analyzes development to determine impact on the transportation system; coordinates interdepartmental review and analysis of transportation issues; conducts studies and prepares recommendations on transportation issues and presents findings to planning commission and city council; conducts public hearing s on roadway alignments and intersection improvement projects; aligns City transportation policies with parking strategies; and supports the Bikeways & Trails Plan. Requires any combination of education (above the high school level) and/or experience equivalent to 9 years in fields utilizing the knowledge, skills and abilities associated with managerial positions within the planning, engineering, and infrastructure project management fields.
