The Surface Water Engineering Analyst assists in researching, analyzing and developing Surface Water engineering projects, programs, and policies as related to the Surface Water Engineering Group. Responsible for the oversight and coordination of assigned programs and tasks and presenting information to Division, Department and City staff regarding new or existing programs related to surface water engineering and the Surface Water Utility. Develop and assist in the implementation of programs to track and organize information related to surface water billing, private stormwater system inspections, water quality source control activities, education and outreach activities, and surface water monitoring activities. This position will conduct GIS analysis and produce maps in support of Surface Water Group activities including private stormwater system inspection, monitoring, development review, engineering studies, and water quality and drainage investigations. Manage city portion of Surface Water Utility billing activities including yearly process to cross-check King County Surface Water billing records against city parcel data, checking and distributing property tax statements to the appropriate departments, and measuring impervious surface amounts for new developments and for properties where the amount of impervious surface is being disputed for billing purposes. Develop annual list of stormwater facilities that are publicly maintained, and a list of facilities that are privately maintained, and coordinate inspection of facilities per requirements of the current NPDES Municipal Stormwater Permit. Manage surface water tasks associated with the “finaling” of development projects including insuring that record drawings are obtained and scanned, adding the system to the appropriate stormwater facility list (i.e. public or private), and mapping Low Impact Development stormwater facilities as appropriate.

Minimum Qualifications

  • A Bachelor’s degree in engineering, science, planning, or related field; or a combination of equivalent education and work experience.
  • Two to five years of relevant work experience.
  • Must have a valid Washington State Driver’s license and ability to remain insurable under the City’s insurance to operate motor vehicles.
  • Must have skills in use of GIS; capture, store, manipulate, analyze, manage, and present all types of geographical data.
  • Must have excellent oral and written communication skills.

 

Knowledge, Skills and Abilities

  1. Ability to organize data and information in both electronic and hard copy formats.
  2. Ability to conduct basic engineering analyses such as survey compilation, mathematical calculations if given the appropriate tools and/or formulas, or quantity calculations for ordering materials.
  3. Ability to prepare and maintain records and read and interpret engineering plans
  4. Ability to create maps and conduct analyses using GIS
  5. Ability to write clearly and concisely.
  6. Ability to coordinate activities with all levels of the City organization and with outside agencies and jurisdictions.
  7. Ability to gather data from many sources, synthesize information and make recommendations based upon solid research and analysis.
  8. Ability to establish and maintain effective working relationships with other members of a technical service-oriented team.
  9. Ability to work effectively under pressure, set and meet schedules and deadlines.
  10. Experience in the use of work processing, spreadsheets, databases, and specialized computer programs such as permit tracking, maintenance management or inspection management.
  11. Ability to maintain confidentiality of materials and situations encountered.
  12. Ability to effectively coordinate multiple programs and projects.
