POSITION OVERVIEW:

Under limited supervision, performs professional engineering work of considerable complexity related to project management of Transportation Improvement Program (TIP) projects. This is characterized by the overall responsibility and accountability for the total project and budget of major scoping and final design projects or programs.

POSITION QUALIFICATIONS:

Minimum education and/or experience:

Bachelor’s degree in Civil Engineering or a closely related field. Seven (7) years of professional civil engineering work experience or related field with a minimum of three (3) years in a Project Management position actively managing roadway or transportation related projects. A Master’s degree may substitute for one (1) year of experience.

Knowledge, Skills, and Abilities:

Knowledge of network applications, operating systems, and other software applications unique to MCDOT. Knowledge of the principles of record keeping and records management. Knowledge of the principles and practices of administrative management, including personnel rules, cost accounting, budgeting, strategic planning and effective employee supervision and training. Knowledge of civil engineering principles, practices, terminology, and procedures. Knowledge of computer programs, networks and specialized applications used in civil engineering. Skill in supervising a diverse work group, and delegating tasks and authority. Skill in assessing and prioritizing multiple tasks, projects and demands. Skill in reading and interpreting plans, schematics and specifications. Skill in compiling and analyzing engineering data. Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with department staff and other County departments. Skill in operating a personal computer utilizing specialized software. Skill in effective communication, both verbal and written.

Specialized training, certifications, or other special requirements:

Registration as a Civil Engineer by the Arizona State Board of Technical Registration, OR by the technical board of another state, with the ability to obtain Arizona Registration within six (6) months of employment. A valid Arizona State Driver’s License. Must be able to work in a normal, indoor office environment and occasionally outdoors in a roadway project environment; must have manual dexterity of hands and body to operate office equipment; must be able to manage frequent interruptions, time pressures, high work volumes, multiple and complicated tasks, unscheduled tasks, team-oriented activities, prompt decision-making and interaction with government officials and the public; must constantly maintain concentration, accuracy, ethical behavior and a professional demeanor.

Preferred special requirements:

Training required in specialized software applications according to specific area of assignment.

NOTE: Degrees/credits must be from an academically accredited college or university as recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).

ESSENTIAL JOB TASKS:

Provides leadership, direction and guidance in project management processes and procedures; manages consulting engineers, planners, contractors, and other staff to assure proper execution of all phases of the program and projects. Plans the work and directs the development of the project design, scope of work, criteria, standards and specifications; resolves complex problems, and assures conformance to project plans, and to county, state, and Federal regulations. Assures projects meet scope, schedule, cost and quality requirements. Provides technical direction in the scoping, technical review, design and construction of the project. Evaluates and analyzes issues, and recommends and implements solutions; assures effective communication of issues and strategies; reviews project documents for accuracy, completeness, and compliance. Coordinates the development of project design concepts, detailed plans, specifications, and estimates for TIP construction projects, including work scheduling, project scope, and budgets; reviews plans for conformance with original job instructions and accepted engineering practices. Prepares and presents reports on project performance and financial status; participates on various technical and advisory teams, providing advice and information on project status and safety issues; advises, coordinates and serves on planning and negotiation teams. Provides guidance and assistance to Department staff, consultants, and technical advisors on construction and engineering contract issues; provides technical assistance on contract development and requirements, contract objectives, and scope of work. Makes structural and technical engineering analysis of proposed projects; evaluates need for design changes and makes appropriate recommendations. Prepares, negotiates, and maintains project authorizations including MOU’s, Resolutions, and IGA’s and other associated project documents. Performs other duties as assigned or required.
