INTRODUCTION

The employee will oversee the planning, direction and execution of the City of Salem’s Stormwater Technical services and Water Quality program and the section’s MS4 annual reporting to the Oregon Department of Environmental Quality.

JOB SUMMARY

This position will supervise technical staff engaged in stormwater sampling of the City of Salem’s waterways, stormwater facilities, and stormwater conveyance system. The employee will oversee the planning, direction and execution of the City of Salem’s Stormwater Technical services and Water Quality program and the section’s MS4 annual reporting to the Oregon Department of Environmental Quality.

SUPERVISION RECEIVED AND EXERCISED

This position provides direct supervision and guidance to technical staff engaged in stormwater quality program monitoring and NPDES (National Pollutant Discharge Elimination System) permit compliance activities. Position receives general guidance from the Stormwater Quality and Wastewater Collection Systems Manager.

ESSENTIAL JOB FUNCTIONS

Essential Job Functions:

Plans, organizes, coordinates, and administers a consolidated program for the City's stormwater drainage systems in conformance with federal, state, and local regulations and requirements. Salem's Stormwater System operates under an NPDES (National Pollutant Discharge Elimination System) permit issued by the Oregon Department of Environmental Quality.

Participates in the planning and development of special studies and design improvements for the stormwater drainage systems and makes recommendations to City staff and consultants.

Assists in the preparation of the section's annual budget, including the maintenance and management plan.

Manages the approved budget by monitoring expenditures, ensuring maintenance goals are met, and making mid-year adjustments as needed.

Supervises subordinate staff, including hiring, firing, coaching, and conducting performance appraisal reviews.

Works with subordinate staff to develop goals for the section and develops work plans for scheduling of maintenance activities.

Addresses section employee issues such as commendations, grievances, discipline, and training. Conducts investigation to determine facts; takes appropriate follow-up action.

Represents Public Works and the Stormater and Collection Services Section on committees, at public meetings, and one-on-one with staff, citizens, regulators, media, contractors, etc.

Works closely with other peer managers on a daily basis to coordinate work activities including Streets Maintenance, Water, Facilities Engineering, Customer Services, Willow Lake Treatment Plant, and Wastewater Collections.

Prepares annual compliance reports to the Oregon Department of Environmental Quality required by Salem's Stormwater NPDES permit.

Important Job Functions:

Develops memos, letters, reports, policies, and procedures that go to citizens, regulators, elected officials, managers, peers, and subordinates.

Works with subordinate supervisors, develops capital improvement plan for stormwater facility replacement, and works with engineering and consultant staff to design and construct the projects.

Attends meetings, various training seminars, and conferences as needed.

Performs other duties as required.

MATERIAL AND EQUIPMENT USED

Desktop computer, Calculator, Miscellaneous office automation equipment, e.g. fax, phone, copier, etc.

MINIMUM QUALIFICATIONS

Education and Experience:

A Bachelor’s Degree in natural resources, chemistry, biology, microbiology, environmental sciences or a related degree; and five years increasingly responsible experience in stormwater or waste water program management or a related environmental compliance program.

KNOWLEDGE AND ABILITIES

Knowledge of:

Contemporary office practices and procedures, as well as basic office software products.Stormwater drainage system operation and maintenance. Business management, including budgeting, accounting, human resources, risk management, law, purchasing, and production.Federal, State, and local laws, rules, and regulations governing stormwater systems.The principles of complex project management, including utlilizing research methods, complex data collection, and statistical analysis;Laboratory testing protocols and related Federal, State and local laws, codes, permits and regulations

Ability to:

Effectively lead Stormwater Facilities, consisting largely of field crews and associated heavy equipment. Communicate effectively verbally and in writing to a wide range of individuals. Speak and present effectively in front of large groups. Work independently, analyze information, and make appropriate decisions.Comprehend and apply concepts for enhancement and efficiency of department and general operations.Establish and maintain effective working relationships with individuals, coworkers,other agencies, and the public.Maintain required work hours and attendance.

Skill to:

Monitor, analyze and troubleshoot complex processes for stormwater facilities.

Gather, evaluate and interpret data; review and interpret engineering specifications, plans, maps and reports.

Use computer software for spreadsheets, word processing and database management.

Physical ability to:

Sit, keyboard, read, write, hear, and speak for extended periods.Bend, kneel, stoop, or climb stairs and occasionally work outdoors.Lift up to 20 pounds.
