Salary: $6,125-$8,575 per month, DOE, plus excellent benefits. Exempt Position.

Hours: Generally Monday through Friday,8:00 a.m. to 5:00 p.m.; however, the incumbent must be able to work flexible and varied hours.

The principal function of an employee in this Class is to assist the Public Works Director in the direction, management, and controls of the programs and activities of the Water, Wastewater, and Environmental Compliance Divisions of the City of Nampa Public Works Department. Represent the Public Works Director and the Public Works Department with environmental, regulatory, and other agencies, i.e., United States Environmental Protection Agency, Idaho Department of Environmental Quality, Idaho Department of Water Resources, irrigation districts and canal companies. The work is performed under the supervision and direction of the Public Works Director, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other City divisions, environmental compliance agency representatives, landowners, contract engineers and designers, contractors, developers, neighborhood associations, and the general public. The principal duties of this class are performed in a general office environment and throughout the City.

EXAMPLES OF ESSENTIAL FUNCTIONS AND BASIC DUTIES (ILLUSTRATIVE ONLY)

Assists Public Works Director in direction and supervision of all Water, Wastewater, and Environmental Compliance Divisions operational activities.

Assists the Public Works Director as required to accomplish the goals of the Public Works Department.Assists Public Works Director in the development, implementation, and administration of departmental performance objectives, policies, processes, asset management, capital projects, and priorities.

Identifies resource needs and makes recommendations for improvement.Assists Public Works Director in identifying level of service goals and implementing opportunities for improving service delivery methods and procedures.

Directs and oversees the operations and maintenance of the Water, Wastewater, and Environmental Compliance Divisions including development of annual operations and maintenance budgets.

As directed, acts as Public Works Department representative in local, regional, and statewide water and environmental matters.

Provides staff assistance to the Public Works Director; prepares and presents staff reports, presentations, and other correspondence; prepares periodic reports for functional areas of responsibility.

Leads City water rights program management.

Develops and implements a program to holistically manage water quality issues as they relate to wastewater, stormwater, and irrigation water discharges.

Supervises and assigns work or areas of work to principal subordinates.

Reviews the accomplishments of individuals and assigned divisions; identifies and make recommendations for areas of improvement.

Recommends hiring and termination of subordinate personnel.Leads sanitary sewer, water, irrigation, treatment plant projects and asset management programming activities throughout the City.

Renders final decisions on matters of highly technical nature.May act as the Public Works Director in Director’s absence.

Provides extensive contact with the public including attendance of evening meetings and the need to be available “on-call” for emergencies.Works closely with Engineering Division staff in the consultant selection for design and construction of water, wastewater, stormwater and irrigation projects.Assumes responsibility for other duties as required or assigned.

a. Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.

b. Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.

REQUIRED KNOWLEDGE:

Considerable knowledge of environmental water and water resource regulations.

Considerable knowledge of construction principles, practices and methods as applicable to a municipal setting.

Considerable knowledge of applicable city policies, laws and regulations affecting division activities.

Considerable knowledge of the practices, methods, materials and tools used in modern equipment.

Considerable knowledge of finance, budgeting, and asset management.

Thorough knowledge of water, wastewater and stormwater system design principles and treatment practices.

SKILLS/ABILITIES:

Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.

Ability to prepare presentations and present material with strong public speaking skills.

Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations.

Ability to analyze maps, codes, and legal descriptions, and make appropriate judgments on compliance and non-compliance issues.

Ability to understand, read, and interprets construction plans, site plans, construction codes, and ordinances.

Ability to establish and maintain cooperative working relationships with environmental compliance agency representatives, landowners, contract engineers and designers, contractors, developers, neighborhood associations, other City divisions and the general public, while making use of innovative dispute resolution techniques.

Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.

Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.

Integrity, ingenuity, inventiveness and personal pride in the performance of assigned tasks and openness to a decision making process.

EDUCATION/CERTIFICATION:

To qualify, the successful candidate must possess both education and experience which would provide the required knowledge, skills and abilities.

Minimum requirements to obtain the requisite knowledge and abilities are: Ten (10) years of professional experience with at least seven (7) years of experience as a Supervisor or Senior Manager.

Hold a Registered Professional Engineer (Civil) License in the State of Idaho, or have the ability to be registered in the State of Idaho within six (6) months from the date of hire; or

Possess a Bachelor’s Degree (Master’s Degree preferred) in Engineering, Environmental Science, Biology, Chemistry, Public or Business Administration or a closely related field.

EXPERIENCE REQUIRED:

Knowledge of principals and methods of the operation and maintenance of wastewater treatment and collection, water supply and distribution, and stormwater systems.

Considerable knowledge and experience in environmental law, regulations, policies and procedures established by the United States Environmental Protection Agency, Idaho Department of Environmental Quality, and/or the Idaho Department of Water Resources.

Knowledge of asset management principles and practices.

Public finance, budgeting, technical writing, speaking and presentation skills.

REQUIRED SPECIAL QUALIFICATIONS:

Valid State of Idaho Driver’s License.

FINGER DEXTERITY:

Sufficient finger or manual dexterity with or without reasonable accommodation to enable the employee to operate a personal computer, telephone, related office equipment and maintenance equipment.

SPEECH:

Sufficient clarity of speech or other communication ability with or without reasonable accommodation to enable the employee to communicate effectively and convey detailed or important instructions or ideas accurately, loudly or quickly.

PHYSICAL STRENGTH AND PERSONAL MOBILITY:

Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which enables the employee to inspect public properties and work in a variety of terrains and weather conditions.

Light work – exerting up to 20 lbs. of force occasionally and/or up to 10 lbs. of force frequently.
