The Real Estate Services Manager, a highly responsible at-will position, will be responsible for real estate acquisition, sale of surplus properties, protection of real property assets, and maintenance of real property records. You will develop and implement goals, objectives, policies, and priorities; evaluate and recommend department policy; and direct and coordinate the work of staff for the Real Estate Services (RES) Division.

Typical Responsibilities

  • Locate, negotiate, and provide ongoing management of office space leasing services for all City departments
  • Coordinate and supervise the acquisition of land, improvements, easements, right-of-ways, buildings, and single and multi-owner projects in support of City and Colorado Springs Utility (CSU) projects
  • Coordinate federal and local Relocation Assistance Programs for persons, families, or businesses displaced by City and CSU projects
  • Formulate and present policies and procedures related to real property acquisitions, sale of surplus property, and the acceptance of property dedicated through the subdivision process for City Council acceptance
  • Coordinate and maintain City and CSU land records, plats, and a computerized filing system; provide land and property rights information to City departments
  • Represent City real property interests to the general public concerning requests to use, lease, encroach on, or vacate City property
  • Create and review proper documentation such as quitclaim deeds, letters of encroachment, and leases
  • Oversee and participate in the development and administration of the division's annual budget
  • Serve as the liaison for the RES Division with other divisions and departments; negotiate and resolve sensitive and controversial issues
  • Research information and conduct a variety of organizational and operational studies
  • Recommend modifications to real property programs, policies, and procedures as needed

  • Methods and techniques of real estate appraisal, development, and management
  • Organizational structure, pertinent policies and procedures of City and CSU operating departments
  • Subdivision procedures and requirements pertaining to the dedication of land
  • Methods and techniques of determining leasing requirements
  • Local real estate values and the dynamics of the real estate market
  • Methods and techniques of advanced negotiation
  • Real property and right-of-way specialized computer applications

Ability to:

  • Oversee and participate in the management of a comprehensive real property program
  • Select, supervise, train, direct, coordinate, and evaluate RES staff
  • Participate in the development and administration of division goals, objectives, and procedures
  • Prepare and administer large program budgets
  • Create and review real property documents including contracts, deeds, leases, easements, and titles
  • Resolve complex real property issues
  • Design and maintain real property records, plats, and filing systems
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals
  • Review and comment on professional real estate appraisals
  • Interpret engineering construction plans and land surveying descriptions
  • Determine the allocation of contract services between competing appraisal firms and title companies
  • Interpret and apply pertinent federal, state, and local policies, laws, and regulations
  • Communicate clearly and concisely, orally and in writing
  • Establish and maintain effective working relationships with those contacted in the course of work

Minimum Qualifications

Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, or a related field.

Five years of full-time increasingly responsible real property program management experience including two years of administrative and supervisory responsibility.

Desirable Qualifications

Master's degree in a related field. Experience with pertinent federal, state, and local laws, codes, and regulations. Experience with federally funded acquisition programs and Colorado Department of Transportation procedures. Designation and/or certification from the International Right-of-Way Association.
