Agency Director, salary $75,000 - $100,000, DOQ. The South Central Iowa Solid Waste Agency serves five counties and 80,000 population, with an integrated solid waste system including a Sub-Title D landfill, waste transfer station, and a variety of recycling and recovery programs. Position is headquartered at Landfill in rural Marion County, http://www.sciswa.org/

The new Director will be responsible for planning, organizing and directing operations of a full service integrated solid waste system. Responsible for regulatory compliance; preparing $3.6 million annual operating budget with 20-year capital plan; supervise 13 full-time and part-time employees. Minimum, bachelor’s degree with major course work in engineering, environmental science or related field; master’s degree preferred. Five (5) years of increasingly responsible managerial and/or supervisory experience or comparable administrative experience in public works or solid waste operations. Further directly related experience and training may be substituted for advanced degree. SWANA Manager of Landfill Operations Certification and knowledge of environmental management systems preferred.

The Director provides oversight, direction and coordination to Agency staff in the provision of cost effective, efficient and reliable program services within available financial resources, controlling governmental regulations and Board policies; develops and maintains effective working relationships with the Agency’s constituencies (the public, employers, media, governmental agencies, elected officials and board of directors); promotes financial and public support, understanding and cooperation for existing and enhanced solid waste program services; provides input and feedback to the board on the development of policies and external factors that have a direct impact on the achievement of specific goals and objectives.

Oversees and directs the financial, human resource and operating service programs of the Agency; monitors the ongoing activities of the Agency to identify, evaluate and resolve significant service, financial and personnel problems encountered and to ensure that alternatives and staff recommendations are consistent with adopted policies, governmental regulations and the solid waste interests of the public, cooperating businesses and related program constituencies.

Develops and maintains effective working relationships and effective communications with community leaders, governmental authorities, legislators, the media, and the user public to enlist financial and related program support for solid waste program services.

Represents Agency before various boards, commissions, governmental and private organizations to inform parties regarding enhanced service, plans, problems and external events that impact the Agency’s ability to provide responsive, cost effective services.

Provides input and guidance to the Board in the adoption of governmentally mandated, suggested voluntary or otherwise required Agency policies; upon adoption, ensures that such policies are effectively implemented, updated as necessary and periodically evaluated and reported.

Provides leadership and direction in the development of planning functions; assists the Board in its planning responsibilities by developing plans that will accomplish annual and long-term goals and objectives and provide sufficient financial resources to meet capital and operating needs.

Selects key managerial and support staff and tracks individual levels of performance consistent with goals and objectives; approves appointments, promotions and transfers consistent with Agency policies and contract provisions; listens to employee and staff concerns and provides direction and guidance as appropriate; authorizes hiring of consultants, engineers, contractors and related subject matter specialists; provides input and direction in the negotiation and administration of recurring labor agreements.
