Position Description:

Seattle Public Utilities (SPU) is presently recruiting for a Materials Lab Manager. This position is responsible for managing the Materials Engineering and Geotechnical Engineering Units within the Materials Laboratory. The Materials Engineering and Geotechnical Engineering Units provide services to several City departments in addition to SPU including Seattle City Light, Seattle Department of Transportation and the Parks Department.

The Materials Engineering Unit is responsible for materials sampling and testing, reviewing materials-related submittals and inspecting materials manufacturing plants and sources. The Geotechnical Engineering Unit provides a full range of geotechnical support services throughout the life of the project from developing the geotechnical report during the planning phase to special inspections of geotechnical elements during the construction phase.

This position reports to the Construction Management Division Director.

Job Responsibilities:

  • Provide program direction, budget preparation and monitoring of unit activities
  • Manage materials and geotechnical engineering services for SPU and other City departments
  • Direct the work of fifteen technicians and professional engineers plus additional consultants during peak work times
  • Conduct personnel hiring, training and performance evaluations
  • Oversee capital expenditures for equipment and laboratory facilities
  • Ensure that all geotechnical and construction materials testing complies with applicable testing procedures, standards, specifications and quality control measures
  • Provide Quality Assurance review of plans, reports, tests and other documents generated by the Materials Laboratory staff Maintain American Association of State Highway and Transportation Officials (AASHTO) accreditation and American Concrete Institute (ACI) testing standards
  • Provide technical support to SPU's and the City's landslide program.


Education: A Bachelor of Science Degree in Civil Engineering.

Experience: The equivalent of seven years of progressively responsible professional engineering experience in civil engineering, geotechnical, materials or construction engineering or a closely related field with minimum of 2 years experience managing or supervising personnel.


  • Registration as a Professional Engineer (PE)
  • Current valid driver license
  • Familiarity with applicable city, state, and national materials testing standards, guidelines, regulations, and policies.
