The City

The City of Colorado Springs, with an estimated 2013 population of 436,354, occupies 195 square miles at the base of majestic Pikes Peak and enjoys nearly 300 days of sunshine per year. Colorado Springs is the state’s largest city in terms of area and second to Denver, Colorado in population. The “Springs” is home to several military establishments including the Air Force Academy, many colleges and universities, the United States Olympic Committee Headquarters, and over 40 different sports organizations. Colorado Springs is a thriving city with over 30 Fortune 500 companies and a leader in aerospace and defense industries. It also has a diverse collection of non-profit organizations and businesses with a large number of tourist attractions. The City’s 2013 all funds proposed budget equals $373 million with $232 million constituting the General Fund. The City 2013 workforce consists of 2,223 employees. Enterprises include two golf courses, the municipal airport, cemeteries, parking, and Pikes Peak – America’s Mountain.

Public Works Director/City Engineer

The Public Works Director/City Engineer is a highly responsible at-will executive position reporting to the Chief of Staff/Chief Administrative Officer with responsibilities for management of public infrastructure within the city in accordance with federal and state regulations and city code. In addition, this position serves as the City Engineer responsible for providing quality engineering services to the community. Areas of responsibility include city engineering (including stormwater), traffic engineering, streets, transit, and fleet management. The Public Works Department is staffed by 271 budgeted employees (FTEs) with a department budget of $115 million.

Essential Duties

  • Assume full management responsibility for all department services and activities including city engineering, traffic engineering, street maintenance, alternative transportation, and fleet management
  • Represent the department to other groups, elected officials, and outside agencies; coordinate assigned activities with those of other groups, outside agencies, and organizations
  • Develop and implement the department's annual budget and align the objectives, policies, and priorities for the department's programs
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures
  • Manage critical capital improvement projects
  • Assume responsibility and oversee the City's permit and inspections programs
  • Manage the City's stormwater and drainage management program, including the municipal permit process, stream monitoring, mapping, and waterway construction permits
  • Lead land development efforts through the subdivision review and inspections programs

Core Competencies

  • Knowledge of operations, services, and activities of a comprehensive public works program
  • Knowledge of operations and organization of municipal government, as well as municipal budget preparation and administration
  • Understanding of principles and practices of civil engineering, fleet management, and transportation planning; methods and techniques of highway and street maintenance and improvement; program development and administration; and strategic management
  • Ability to manage and direct a comprehensive public works transportation program
  • Ability to identify and respond to sensitive community and organizational issues, concerns, and needs
  • Ability to simultaneously coordinate multiple projects and complex tasks while meeting deadlines
  • Strong creative leadership skills including the ability to: communicate effectively on financial and technical matters orally and in writing; create a culture conducive to change and conducive to selecting, recruiting, retaining, developing, and motivating a skilled and talented team where everyone is valued and knows their mission, role, and job; establish and maintain effective working relationships with subordinates, peers, elected leaders, and citizens

Minimum Qualifications

Bachelor's degree from an accredited college or university with major coursework in civil engineering, public administration, business administration, or related field.

Eight to ten years of increasingly responsible full-time public works project management or civil engineering experience involving city or county public works projects including five years of management experience.

Registration as a Professional Engineer (PE) in Colorado or ability to obtain Colorado PE registration within six months of hire.

Desirable Qualifications

Master's degree in civil engineering, public administration, business administration, or related field. Leadership in Energy and Environmental Design (LEED) certification.
