Under direction, the class of LANDFILL SUPERVISOR is a first level supervisory position responsible for planning, assigning, and supervising of the daily operations of the City's Landfill used for the disposal of publicly operations and privately collected refuse. Incumbents supervise the work of assigned staff employed in disposal operations, waste handling and processing at a sanitary landfill and are responsible for complying with appropriate County and State permits as well as regulatory requirements relative to a sanitary landfill. Work may be performed under adverse conditions such as inclement weather, dirt, foul odors and other conditions characteristic of a landfill area.
EXAMINATION PROCESS: Based upon screening of the City application, résumé, and responses to supplemental questions, applicants whose qualifications best meet the requirements of the position will be invited to the examination process. This process may include, but is not limited to: written examination, performance examination and/or panel interview, which consists of an evaluation of some of the essential knowledge, skills, abilities, and job related experience listed below. Those candidates who pass the examination process are placed on an eligibility list from which the final selection will be made.
SELECTION PROCESS: As authorized by City policy, applicants being considered for hire in this position are subject to fingerprinting for purposes of investigating criminal history background, as part of the employment screening process. Appointment is subject to successful completion of a pre-employment medical examination (based upon job-related physical standards) by a City-designated physician.
Failure in any one part of the examination or selection processes will disqualify a candidate from further consideration.
***ESSENTIAL FUNCTIONS/EXAMPLES OF DUTIES***
The following duties are typical of this classification. Incumbents may not perform all of the duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Schedule personnel for heavy equipment operations, general maintenance and construction work at the sanitary landfill; follows the guidelines formulated in the landfill master plan; gathers data concerning landfill usage; makes or recommends decisions regarding hiring, promotion, terminations, discipline or other change in status; directs site maintenance and improvement programs; inspects work of subordinates; performs employee evaluations; determines equipment and material requirement for disposal operations, site maintenance and improvement projects; develops site and equipment schedules; prepares daily supervisor operation reports, accident and related reports; prepares and maintains various other records and reports; receives, resolves and/or refers employee and public complaints and inquiries; Inspects disposal site to assure proper operation; may be required to cut and move cover soil, clears land for expanding landfill site; identifies and reports need for major mechanical repairs; assists in developing, coordinating and presenting safety programs; trains subordinate employees; orders necessary materials and supplies; may operate and maintain various types of light and heavy equipment; and performs other work as required.

Include any combination of training, education and experience which demonstrates an ability to perform the duties of the position. The typical qualifying entrance background is:
EDUCATION/EXPERIENCE: Five (5) years of responsible experience in public works or other construction and maintenance activities including the operation of heavy equipment with at least two (2) years experience in the disposal of refuse and operation of landfills. Supervisory or lead experience is preferred.
LICENSE REQUIRED: Possession of a valid Class B California Drivers' License.
KNOWLEDGE OF: Applicable codes and regulations pertaining to the operations and maintenance of the sanitary landfill; operation and routine maintenance of diesel and gas-powered heavy construction equipment and other equipment used in solid waste disposal operations; General maintenance in construction materials and practices; general operations of a sanitary landfill; recordkeeping; principles of supervision and training; and appropriate safety precautions and procedures.
ABILITY TO: Read and follow the regulatory requirements and guidelines formulated in the landfill master plan; maintain the landfill in conformance with appropriate County and State permits; supervise, schedule, prioritize and organize the work of a sanitary landfill crew; Skillfully operate bulldozers and other heavy equipment including the pioneering of slopes; read and follow surveyor grade stakes; maintain records; read and write at a level required for successful job performance; operate a vehicle observing legal and defensive driving practices; establish and maintain effective working relationships with those contacted in the course of work; and operate personal computer.

PHYSICAL: Strength: Medium - Exert force of 20-50 lbs. occasionally, 10-25 lbs. frequently, or up to 10 lbs. Constantly to lift, carry, push, pull, or move objects up to 10 lbs. Occasionally stand, walk, sit, bend, stoop, kneel, climb stairs, ladders, crouch, push/pull, twist at the waist, handling, gripping, grasping, and finger/type, reach at, above or below shoulder level, extend neck from side to side, upward and downward. Vision: visual acuity sufficient to perform the essential functions of the position; average depth perception needed. Hearing: Hearing ability to effectively hear and comprehend oral instructions, communication, and equipment noise.
MENTAL/PSYCHOLOGICAL: Work cooperatively and interact appropriately with those contacted in the course of work, including the general public, without exhibiting extreme responses; respond appropriately to criticism from a supervisor; read/comprehend complex material; utilize complex math skills; utilize simple writing skills; understand, remember and carry out complex job instructions. Respond quickly to changing priorities; deal with the general public; communicate effectively orally; work under pressure; work within deadlines; supervise other workers; train other workers.
ENVIRONMENTAL CONDITIONS: Work both indoors and outdoors. Occasionally works around machinery. Frequent exposure to slippery or uneven walking surfaces. Occasional exposure to extreme temperatures, unprotected heights, dust, fumes, smoke, gases, odors, chemicals, excessive noises, solvents, grease, or oil. Rare work with explosives and exposure to flames/smoke. Frequently use of computer. Constantly drives or operatives vehicles/equipment. Work both alone and with others.
Incumbents must work under adverse conditions such as outside in the weather, rodents, insects, foul smells, dirt, dust, broken glass, fires and other hazards.
SPECIAL REQUIREMENTS: Employees in this classification may be required to use respirators in the course of their job duties or under emergency circumstances, and thus must be in compliance with general industry safety order 5144. If required, employees shall not wear beards, mustaches, sideburns, facial hair or other conditions in such a manner that may prevent or interfere with establishing and maintaining a proper seal of the respirator face mask. This requirement is implemented to insure safety and health of the employee.
