EPA's Local Government Climate and Energy Strategy Series
The Local Government Climate and Energy Strategy Series gives a  straightforward overview of greenhouse gas (GHG) emissions reduction strategies that local governments can use to achieve economic, environmental, social, and human health benefits. The series covers  energy efficiency, transportation, community planning and design, solid waste and materials management, and renewable energy. Policymakers and program staff in local governments can use this series to decide which climate and energy strategies will work best for their communities.  Each document focuses on one approach to reducing GHG emissions. 

AVoided Emissions and geneRation Tool (AVERT)
AVoided Emissions and geneRation Tool (AVERT)  is a free tool with a simple user interface designed to meet the needs of state air quality planners and other interested stakeholders. Non-experts can easily use AVERT to evaluate county-level emissions displaced at electric power plants by  energy efficiency/ renewable energy (EE/RE) policies and programs. City of Urbana Energy Efficiency Case Study
The City of Urbana Illinois formed an innovative partnership with Ameren Illinois (one of Illinois’ gas and electricity providers) and the Conservation Services Group (CSG) to help increase energy conservation and efficiency amongst Urbana homeowners. Through Ameren Illinois’ ActOnEnergy program, the partnership used funds from the Energy Efficiency and Conservation Block Grant Program (EECBG) to pay the $50 cost of a home energy audit. This partnership also increased rebate amounts on existing ActOnEnergy home energy rebates.
