Taking fleet to the next level

I am very proud to announce that APWA recently designated 22 candidates as Certified Public Fleet Professionals (CPFP). This group is the first to be certified under the new credentialing program, which was launched by APWA in September as part of a series of professional development initiatives promoting excellence in the public works profession. (See the accompanying sidebar for the 22 new CPFPs - Ed.)

The Public Fleet Professional Certification program is designed to ensure individual competency as well as provide the public works profession with recognized hiring and promotion standards in the public fleet management sector. As local governments are often asked to do more with the same or less funding, I applaud the new Certified Public Fleet Professionals who have taken this task head-on and proven they have the skills to move their fleet operations forward in this ever-changing environment.

The 22 CPFPs are just the first step and we expect many other fleet professionals to consider and step forward in the coming months and years. The three-part Public Fleet Professional Certification includes an eligibility application process, a 150-question multiple-choice examination, and a five-year recertification application process. The multiple-choice exam was developed based on the results of a job analysis study conducted in 2005 to determine and comprehensively describe the public fleet manager's job. The exam is intended to test a fleet professional's body of knowledge in the following areas:

  • Operations - maintenance of vehicles, equipment, and fixed equipment, parts, facilities management, fuel and lubricants management, and repair policies and strategies

  • General Development and Business - developing credibility/marketing (both internal and external), strategic and business planning, customer service and collaboration, emergency preparedness, and ethics

  • Asset Management - needs determination, research acquisition, utilization, replacement and disposal of vehicles, equipment and fixed equipment and parts

  • Financial Management - budgeting, cost recovery, fleet operating purchasing, vehicle replacement funding, and record keeping

  • Human Resource Management - staffing, work environment, employee training, policies and procedures

  • Risk Management - workplace safety management, vehicle damage, contract compliance, regulatory compliance, and security

  • Environmental Management - shop best practices and regulatory compliance

  • Information Management and Technology Systems

Certified Public Fleet Professionals have demonstrated professionalism, expertise and a personal dedication to advancing public works services in their community. If you are a fleet professional and prefer not to obtain the Public Fleet credential, you can still take your fleet to the next level by advancing your skills and engaging in networking opportunities with other fleet professionals. APWA offers several opportunities to participate in continuing education and to share ideas with other fleet professionals.

The APWA 2007 International Public Works Congress and Exposition will highlight several sessions on fleet such as "Modernizing Fleet Operations," "Fleets Roll as First Responders" and "Biodiesel's Impact on Public Fleet Operability and Economics." Opportunities for exchanging ideas and networking with other fleet professionals are always in abundance at Congress. Other opportunities are available through APWA's special Fleet infoNOW Community or by participating in the Fleet Services Committee.

Please take the opportunity to take your fleet to the next level by becoming a Certified Public Fleet Professional or by becoming involved in one of APWA's many fleet-related activities.
