New APWA staff

Colene Carter has joined the staff as Technical Services Program Manager. She has spent the past nine years in the Public Works and Water Pollution Control Departments of the City of Independence, Missouri. Her work for the City included developing and maintaining solid waste programs and performing outreach for a variety of public works programs and projects.

Colene received a B.S. in Geography from Southwest Missouri State University and a M.S. in Environmental Studies from Southern Illinois University at Edwardsville. She resides in Lee's Summit, Missouri with her husband. She is an active volunteer with the Heart of America Humane Society.

Julie Smith has joined the APWA staff as a graphic designer. Her responsibilities include graphic design for the APWA Reporter magazine and the marketing department, print production and print buying.

Julie holds a Bachelor's degree in Education and a Master of Science degree in Educational Technology from Central Missouri State University. She taught third grade for two years before returning to school to study design. In October 2004 she completed a certificate in Digital Desktop Publishing from the Kansas City Art Institute. She does pro bono design work for a small nonprofit organization and has designed marketing pieces for JPMorgan.

Julie enjoys crafts, watercolor painting, exercising and playing the violin. She and her husband Nathan, a professional pianist, play regularly at weddings and church services. Julie and her husband live in Independence, Missouri.
