What have we done for you lately?

The APWA Emergency Management Technical Committee has been hard at work representing public works issues with the Department of Homeland Security and other national programs and events. Public works concerns were included in the working group that developed a model intrastate mutual aid template through the representation of Chris Yarnell, Public Works Director with Cole County, Missouri. The EM Committee reviewed drafts of the National Response Plan and the National Incident Management System.

Public works was well represented at the FEMA Resource Typing Initiative working group by Larry Nadeau, Project Director, City of Port St. Lucie, Florida, and Sam Lamerato, Superintendent of Motor Pool, City of Troy, Michigan. More than 120 resources have been typed and photographed with a glossary of terms and definitions. You can review a list of these resources at http://www.fema.gov/nims/mutual_aid.shtm.

APWA had a strong presence on the implementation team for Homeland Security Presidential Directive-8. Mark McCain, Principal Consultant, Public Works Emergency Management Services, was appointed to serve on the Training and Exercise Integrated Concept Team, one of the three teams working to set priorities for a Unified National Preparedness Strategy and a Preparedness Information Plan. Weekly meetings were held in Washington from June through September of 2004.

Committee Chair Brian Usher, Director of Public Works and Engineering, City of Zion, Illinois, will serve on the NFPA Technical Committee on Incident Management Positions Professional Qualifications. The committee will meet over the next few years to establish standards to identify individual roles within the Incident Management System. And Larry Lux with Lux Advisors, Ltd. serves as the public works representative to a national Homeland Security Consortium. The group serves to provide a forum for key national organizations through effective collaboration, coordination and leveraging that positively influence national policies, strategies, practices and guidelines to preserve the public safety and security of the nation. The consortium has representation from ten key responder associations.

This year, for the first time, APWA will recognize a Professional Manager of the Year in Public Works Emergency Management. Through the committee's efforts the award purpose, eligibility, selection and criteria were identified. We encourage you to nominate someone from your chapter or region for this important award. Nomination forms can be found in the APWA 2005 Awards Program that was recently mailed to all chapters, or you can review the award guidelines online at /Documents/About/2005Awards/Professional_Manager_Emergency_Guidelines.pdf. The nomination deadline is March 1, 2005.

The Publication Task Force has completed work on the newest book from the committee. The working title is "Emergency Management: Developing Your Public Works Annex," and members should look for a summer 2005 release. Kristina Tanasichuk, Senior Manager with APWA Government Relations, organized a series of Congressional Briefings at the APWA Washington Office this past year. MaryAnn Marrocolo, Director of Recovery and Mitigation, City of New York, served as the first speaker for the series, with Bob Fields, CEM, Emergency Services Manager, Santa Clara Valley Water District, San Jose, California, and Board Liaison Diane Linderman, Director of Public Works, City of Richmond, Virginia, also serving as speakers.

Current Emergency Management Committee projects include implementation of the National Incident Management System, and SAFECOM, the DHS communications initiative. The committee will also serve on a FEMA curriculum materials review team for a series of ICS web-based courses and will join the DHS credentialing workgroup. The APWA Emergency Management Committee is organized to serve the needs of the public works emergency management community.
