Does your State, County or government agency have a Mutual Aid Agreement? If not - Why?
As the demand for responding to disasters and emergencies of all types across the nation have increased and become more complex, emergency management agencies at all levels of government are turning increasingly to the use of mutual aid as a means for providing the resources and capabilities on both inter- and intra-state events to augment disaster response capabilities of state and local governments.
Mutual aid is different government agencies working together during an emergency to support each other with resources and technical expertise, regardless of which agency has jurisdiction for the incident. In a mutual aid situation, agencies agree to assist each other, crossing jurisdictional boundaries and pooling resources to achieve a common goal.
This program will discuss the fundamentals of mutual aid agreements, explain how your agency can get involved and provide an appreciation of what to expect.
After viewing this program, participants will be better able to:
- Communicate the need for a mutual Aid agreement
- Organize a public works mutual aid network
- Recommend improved approaches to mutual aid for public works in their community and state.

Leon Shaifer began his career in public service in 1974 when he was appointed Director of the Coahoma County (Mississippi) Civil Defense/Emergency Management Agency. In 1986, he was appointed Director of the Plans and Operations Division of the Mississippi Emergency Management Agency (MEMA) in Jackson, Mississippi. In 1996, he was appointed Deputy Director and given responsibility for executive oversight and management of the day-to-day administrative, programmatic, and emergency operations functions of the Agency. He represented Mississippi on the Southern Governors Association committee that developed the Southern Regional Emergency Management Compact which later became EMAC. During his tenure with MEMA, he directed the response and recovery operations for countless state emergencies declared by the Governor, thirty-six disasters declared by the Small Business Administration, and twenty-two major disasters declared by the President of the United States. Governorâ€™s appointed him State Coordinating Officer and Alternate Governorâ€™s Authorized Representative for twelve major disaster declarations. Mr. Shaifer retired as Deputy Director on June 30, 2004, after having served at the will and pleasure of five Governors.
Since his retirement, he has been the Senior Emergency Management Assistance Compact (EMAC) Advisor for the National Emergency Management Association (NEMA). He represents NEMA on the National Incident Management System (NIMS) Mutual Aid and Resource Management and National Credentialing Initiative Project Support Team. Mr. Shaifer has been a consultant for the L3 Corporation and a member of an elite team that undertook special projects for the Department of Homeland Security and FEMA; such as, developing and conducting on-site training to assist Statesâ€™ comply with Homeland Security Presidential Directive (HSPD)â€“8, conducting the National Plan Review and analysis of state and Urban Area Security Initiative (UASI) response plans mandated by Congress following Hurricane Katrina, conducting an assessment of the Target Capabilities List (TCL), and conducting the Gulf Coast Mass Evacuation Capability Enhancement study. Mr. Shaifer is considered a mutual aid subject matter expert and assisted in the development of the intra-state independent study course for the Emergency Management Institute. As EMAC Senior Advisor, he regularly conducts EMAC training courses, webinars, and workshops for all emergency service disciplines, and regularly speaks on EMAC at national and international conferences.
In 2003, the National Emergency Management Association (NEMA) awarded him special recognition for his contribution to the development, growth and success of the Emergency Management Assistance Compact. During its 2004 Session, the Mississippi Senate and House of Representatives recognized Mr. Shaifer for his 30-years of public service as an emergency manager. He is a recipient of the Mississippi Distinguished Civilian Service Medal; the highest recognition awarded a civilian by the Governor and the Adjutant General. Governors of both Kentucky and Alabama have commissioned him the rank of Honorary Colonel. He is a past president and life time member of the Mississippi Civil Defense/Emergency Management Association. Mr. Shaifer is the 2008 recipient of the Lacy E. Suiter Distinguished Service Award presented annually by the National Emergency Management Association for outstanding contributions made to the emergency management profession.
Mr. Shaifer completed his education in Business Administration from the University of Mississippi with a major in Marketing and Sales Management. He completed the Career Development Program for emergency managers from the Emergency Management Institute (EMI) at the National Emergency Training Center in Emmitsburg, Maryland.

A registered engineer in the State of California, Sudi graduated with her Master of Science degree from Purdue University majoring in structural engineering. She is the President of Disaster Solutions Services and has over 27 years of experience in both public and private sectors. Part of her career involved partnership in a seismic retrofit design and construction company and being the City Engineer for the City of Vista, CA.
Sudi Shoja is a member of American Public Works Association and a representative to the California Emergency Services Association. She has been working closely with the County of San Diego Emergency Management Office on implementing the Operational Area Mutual Aid Agreement for this county of 18 cities.
Sudi Shoja has worked with local agencies to develop seismic retrofit plans, crisis management and disaster recovery plans including Local Hazard Mitigation Plans, Emergency Operation Plans, and Business Continuity Plans, Reunification, grant applications and other required mitigation plans and is a participant in local emergency preparedness efforts by Orange County Sheriff and local school districts.
Sudi Shoja is a registered disaster responder with the office of State Emergency and has completed the FEMA Emergency Management Institute. She has served as a trainer for continuity of Operations on national panel and is invited for speaking engagements. She is a certified Disaster Evaluator and Coordinator and has been serving as a volunteer responder in the major disasters to assist the local officials in evaluation of public and private buildings and various infrastructures.
In her management role for various government agencies, she has been the responsible Project Manager for construction of the Santa Ana Police Administration and Jail Campus that houses the EOC for the City and retrofit of other EOC centers. She has also been responsible for design and construction of several fire stations, fire training centers, and emergency operation centers in both Orange and San Diego Counties.
Sudi Shoja is a member of American Society of Civil Engineers and Post Earthquake Investigation Committee and travelled to Indonesia as part of a team to assess the life-line damages of the September 30, 2009 earthquake in Sumatra Island and is a co-author of the monograph for the event. She has designed successful programs reunification of children with families after earthquakes. In 2010, she was invited to be a Fellow member among the top 5% of the society members.
She was part of an expert team traveling to Turkey to research and provide training and inspection of earthquake sites after the 2003 earthquake.
Sudi Shoja is the recipient of the 2005 Hoover Medal for her humanitarian efforts that includes help to various earthquake and Hurricane Katrina victims.

Robert (Bob) Hartnett received his Bachelor of Landscape Architecture Degree from Kansas State University in 1980. Professional experience includes positions with Tennessee Valley Authority and the City of Leeâ€™s Summit, Missouri. Mr. Hartnett is currently the Deputy Director of Public Works for the City of Leeâ€™s Summit. He has been active in professional associations including serving on the executive committees of the local chapters of the American Public Works Association and the American Society of Landscape Architects and. Mr. Hartnett is a registered Landscape Architect in Missouri and Kansas, and has been serving on the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors and Landscape Architects since 2002.
