The Portland, Oregon Bureau of Environmental Services (BES) is seeking a Principal Engineer with experience in asset management program implementation to manage the Asset Systems Management (ASM) Division. The position reports to the BES Chief Engineer and manages a division responsible for asset management program development, short and long-term engineering planning, CSO program operations analysis and reporting, modeling of wastewater, stormwater & surface water systems and GIS mapping and data analysis services.
The ASM Division Manager position has direct responsibility for developing and leading asset management practices within the division and across the bureau. The ASM Division Manager directs and integrates engineering planning projects to develop system and facility (asset) plans for the sanitary, combined, and stormwater systems for Capital Improvement and Operating fund implementation. The position works to ensure watershed health and the watershed framework are integrated into engineering plans and solutions. In coordination with the Wastewater Engineering Design Section, this position supports the development of facilities plans for the Pump Station Improvement Program and for the wastewater treatment plants. This position engages and directs division resources to support Stormwater System Planning and Watershed Planning efforts.
Ideal candidates have experience implementing and managing asset management programs as well as directing engineering programs and staff; experience managing engineering planning programs using risk-based decision making; ability to integrate natural and conventional technologies in developing system based solutions; and, the ability to establish good working relationship with a diverse workforce and community.
