Summary: This position is an integral part of the Public Works team providing customer service to the public, other departments and employees related to the functions of this position. The Superintendent, with the Assistant Superintendent plans, organizes, directs and coordinates the activities of between 30 and 45 employees in the Streets and Sewers division. The Superintendent provides oversight to the Assistant in ensuring that work is performed safely, efficiently and in a timely manner. This position, in conjunction with the Assistant Superintendent, oversees the activities and work projects related to general and seasonal maintenance and installation of streets, sewers, and signs, snow removal, and traffic line painting. The Superintendent provides technical direction and controls the work to ensure its timely performance and adherence to maintenance standards.
This position has frequent contact with members of the general public by responding to questions and helps to inform the public on matters within the Superintendent’s oversight. Work is coordinated with contractors, utility companies and other municipal departments and is reviewed by occasional inspections and discussions on special assignments with the Department Director or officials. This position may perform many of the Director’s principal duties in his or her absence.

Supervises and assists the Assistant Superintendent in scheduling, coordinating and directing the work crews of the Streets and Sewers Division. Oversees and assist with hiring, training and coaching employees. Disciplines employees in consultation with the Assistant Superintendent, the Director of Public Works and Human Resources
Responsible for the safety of employees. Ensures that the Assistant Superintendent is properly trained on safety issues. Oversees the Assistant Superintendent in providing or arranging for safety training, including the proper use of machinery and safety equipment. Verifies that safe work practices are employed.
Ensures that work is performed efficiently and effectively. Communicates and coordinates with other members of the Public Works team to develop long and short term objectives. Provides input for shaping policies for smooth and effective operations of the department as a whole. Tracks various measurements relating to work product and performance and recommends changes for improvements. Verifies the quality of work through on-site field inspections.
Leads and works in a spirit of cooperation among direct reports, peers and supervisors.
Responds to requests for information from the public, employees, divisions, departments, administration, elected officials and external organizations as appropriate. Responds to, documents, and resolves complaints from City stakeholders.
Makes recommendations to Director on general policies and budgeting.
Prepares initial budget for traffic control, streets, storm sewer, and sanitary sewer accounts for the Director of Public Works’ approval.
Schedules and manages snow and ice control operations.
Generates bills for work performed, codes and monitors expenditures from multiple budget accounts, and monitors and assist in tracking employee’s time and attendance.
Maintains accurate work order system and generates monthly work reports.
Prepares detailed records on work performed, materials used and the distribution of man-hours to various accounts. Prepares written reports on special topics as assigned.
Advises Assistant Superintendent and Crew Leaders as needed on technical and personnel problems; coordinates field assignments with municipal departments, engineering activities and the work of public utilities; coordinates pavement cut repair program with private contractors.
Directs the painting and striping of streets and traffic sign installation and maintenance.
