Plans, directs, and manages an advanced state-of-the-art Certified Laboratory and administers the county's EPA-approved Pretreatment Program. Stays current on environmental regulations affecting the wastewater industry. Ensures Clean Water Act compliance and provides enforcement of Pretreatment Program requirements under county, state and federal law. The laboratory conducts environmental monitoring, and control programs for streams, estuary, wastewater, stormwater, reuse water, groundwater, leachate, air, sediment, sludge, and industrial waste. Oversees outreach, education and Sewer Science programs for Wastewater Management. Represents the county on several inter-jurisdictional committees. Provides technical expertise, policy input and interpretation on environmental regulations and issues. Facilitates and coordinates environmental initiatives cross-cutting county agencies. Negotiates and administers various supporting contracts both technical and non-technical in nature. Directs and manages a technical staff of 20 professionals including managers, supervisors, environmental technologists and code specialists.
EMPLOYMENT STANDARDS: Any combination of education and experience equivalent to graduation from an accredited college or a university with a degree in chemistry, biology, or sanitary engineering; plus five years of increasingly responsible experience in environmental monitoring, toxics control and water quality issues.
PREFERRED QUALIFICATIONS: Laboratory management experience with a minimum of two years of experience overseeing an analytical lab with advanced instrumentation. Thorough knowledge of the principles of theoretical and applied chemistry, biochemistry, microbiology, waste management, operation of analytical instrumentation and sanitary engineering. Extensive pretreatment program knowledge and pertinent federal, state and county regulations and the ability to ensure compliance. Experience implementing and managing an EPA or state-approved pretreatment program. Knowledgeable in NELAP or VELAP. Knowledgeable in a wide range of environmental areas including wastewater and water quality. Proven ability to effectively manage multiple programs and projects, provide strong leadership, creative problem solving, and work collaboratively. Excellent verbal and written skills.
PHYSICAL REQUIREMENTS: The duties of the position are generally sedentary, but some standing is required. Duties require the appointee to enter a laboratory that may contain hazardous material.
NECESSARY REQUIREMENTS: The appointee is required to complete a criminal background and pre-employment physical to the satisfaction of the employer.
