PURPOSE AND SCOPE

Plans, organizes, directs and monitors the activities of the City’s street, storm water collection, sanitary sewer collection, and bridge systems. Directs the planning, budget development and oversight, resource allocation, and efficient program performance within the division. Participates in department management efforts including strategic planning, labor relations, budgeting and forecasting, research and analysis of new technologies or procedures, and coordination of activities between divisions for overall department success.

Persons in this position are given significant discretion, within the scope of policy and regulations, in the routine performance of their duties. General direction and guidance are received from the public works director

ESSENTIAL DUTIES OF THE JOB

• Plans, organizes, coordinates and supervises the maintenance and repair of City street and sidewalk systems, alleys, drainage facilities and systems, sanitary sewer collection systems, traffic control devices and markings, street lighting systems, and related construction projects and work performed by division forces.
• Coordinates, assigns, and supervises the work of the division personnel
• Inspects work in progress; assures projects are completed in compliance with codes, specifications, standards, work orders, and time schedules.
• Communicates with department personnel and the public to resolve issues, complaints, concerns, or questions related to division work and activities.
• Prepares division preliminary budgets; develops and prepares division objectives and long range management plans; monitors and approves division expenditures.
• Develops standards, specifications, requirements, bid documents, and/or contracts for vendor services and equipment. Receives price quotes for services and/or equipment. Monitors vendor performance, administers terms of agreements, and approves payment for work completed.
• Trains, assigns, supervises and evaluates the work performance of assigned staff; recommends employees for promotion, reassignment, discipline and termination according to established City personnel policies and the collective bargaining agreement.
• Enforces applicable City, State and local safety regulations, including work rules and regulations of the public works department. Maintains and implements the division accident prevention program and remains familiar with the personal protective equipment required to perform each work function more safely.
• Maintains positive intergovernmental relationships with other jurisdictions.
• Participates in the planning and execution of special projects with other City departments and citizen groups.
• Estimates time, materials, and personnel required to complete work projects and assure proper clean-up of job sites.
• Prepares and makes presentations to the City Council concerning projects, contracts, equipment purchases, and other items related to the division.
• Prepares and maintains a variety of records including maintenance schedules, work schedules, contracts, purchase orders, and employee work sheets, vacation requests and other related reports. Insures that reports and records are submitted to the appropriate departments.
• Plans and implements maintenance strategies for the City’s streets, drainage, and sanitary sewer collection system.
• Maintains adequate inventories of materials used in street maintenance activities.
• Develops and implements emergency response programs for effective use of division resources in response to wind and rain storms, snow and ice, flood events, accidents and other emergencies.
• Acts as the primary on-call contact for the City for activities that may require a division response after normal work hours such as emergencies, utility locates, and urgent citizen inquiries.
• Effectively and professionally communicates with the public, City leadership and other City employees. Positively represents the City, demonstrating honest and ethical behavior. Performs as a team player that participates and encourages the department in meeting its objectives.
• Performs related duties as assigned.

Additional Duties:

• Prepares training programs for assigned street, sewer, and storm water maintenance staff including safety policies and procedures, operation and general maintenance of equipment.
• May occasionally operate a variety of heavy equipment such as dual axle dump trucks, loaders, backhoes, road graders, and street sweepers and/or demonstrate proper operation of equipment; and may occasionally operate hand power tools.
• Inspects and schedules the repair of division equipment and vehicles.
• Investigates vendor materials and recommends products, including tools and equipment for construction work.
• Provides technical expertise to other departments.

WORKING CONDITIONS

This position works in both the shop and field, and occasionally at any hour of the day or night. While working in the field, working conditions will vary depending upon the work assignment. Some work sites may be in hazardous areas such as streets, right-of-ways, medians, ditches, sewer excavations, manholes, pits and underground vaults, around heavy equipment and potentially dangerous tools. Typical assignments are out-of-doors requiring work in inclement weather, at dirty, wet, noisy, or cramped work sites. The work occasionally involves strenuous physical labor, physical dexterity, and mechanical aptitude.

EQUIPMENT

Work performed indoors in an office setting will require the use of computers, telephones, and general office equipment. The employee will be required to operate City vehicles, may occasionally be required to operate hand power tools, and may occasionally be required to operate heavy equipment such as dual axle dump trucks, loaders, backhoes, road graders, and street sweepers, or demonstrate proper operation of equipment.

REQUIRED KNOWLEDGE AND ABILITIES

Ability to satisfactorily perform each of the essential duties and responsibilities identified in this job description.

Knowledge of principles and practices of maintenance and construction of street, sanitary sewer, storm water, and shoreline systems, along with the ability to implement this knowledge.

Knowledge of heavy equipment and the designed working parameters and safety limitations of this equipment. Knowledge of state highway vehicle permit regulations for Washington.

Knowledge of principles and practices of supporting functions for the position including engineering, surveying, mapping, property management, accounting, and environmental permit processes.

Knowledge of supervisory practices and procedures as applied to management of supervisory staff, technical staff, and skilled equipment operators.

Ability to establish and maintain effective working relationships with City leadership, the public, other agencies, and City employees.

Ability to explain technical concepts to a non-technical audience.

Ability to plan, organize, implement, and evaluate multiple projects or tasks.

Ability to use tools, instruments, equipment and techniques commonly used in the performance of related tasks of the trade and be capable of operating equipment and instruments efficiently to facilitate completion of the work. Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, and relate to various personality styles in a calm, professional manner.

Knowledge, understanding and ability to use personal computers utilizing industry-typical software tools for word processing and spreadsheet applications, and computer software for various applications relative to the position.

Ability to communicate effectively and independently in written and oral form with a variety of managers, technical staff, community groups, agencies and officials. Ability to work cooperatively with others and foster a team spirit with all levels of personnel.

Ability to make independent decisions and judgments, within the scope of allocated discretion, that are reasonable and responsible.

Ability to work in an environment that is often highly stressed from citizen contacts, deadlines, and interruptions of work processes due to weather and other causes.

Knowledge of industry standards (such as the latest edition of the Manual of Uniform Traffic Control Devices) relative to signage, pavement markings and other control devices needed for traffic operations and construction under traffic.

Knowledge of regulations and industry standards for the proper use of chemicals for roadside vegetation control.
Knowledge of the safety regulations, standards and procedures related to the work such as those involved with “excavation, trenching and shoring” and “confined spaces”.

QUALIFICATIONS

A bachelor of science degree in civil engineering, construction management or related field with six years of progressively responsible experience in a municipal or county road/street system maintenance position, including at least three years as manager or supervisor of a discrete work division with direct responsibility for performance of a team; or demonstrated equivalent combination of education and/or experience which provides the applicant with the required knowledge and abilities described in this job description.

• Must have, by time of hire, a valid Washington State driver’s license and have a driving record acceptable to the City.
• Commercial driver’s license, class A endorsement strongly preferred. Must be obtained within 12 months of hire.
• Must have, or be able to obtain within six months of hire, the following certifications:

- First Aid/CPR
- Traffic Flagger
