Job summary:

The Office of General Services is seeking a Statewide Fleet Director to be responsible for leadership and direction of a variety of functions and services associated with the oversight of statewide fleet management.  Primary responsibility of the position will be to lead the statewide Fleet Initiative, a joint effort between the Executive Chamber, Division of the Budget and OGS.  This initiative is to ensure the maximum utilization of the state’s passenger vehicle fleet and establish the New York State Fleet Center, a statewide enterprise organization that will place the responsibility of state passenger vehicles under the direction of a single best in class organization within the Office of General Services.  The Statewide Fleet Director will: act as a liaison, on behalf of the Commissioner and the Executive Deputy Commissioner of General Services, and working with the Executive Chamber and Division of the Budget, facilitate the implementation and mission fulfillment of this enterprise initiative; play a critical role in setting policy for this new enterprise organization; and act as liaison to the various Fleet Managers located within each agency to ensure that once established these policies and procedures will be implemented and adhered to consistently across all state agencies. 

Specifically, the Statewide Fleet Director will:  

  • Influence the direction of innovation and transformation of the Statewide Fleet Initiative and help pioneer a New York State Fleet Center.
  • Set policies in a joint effort between Office of General Services, the Division of Budget and the Executive Chamber to ensure the maximum utilization of the state’s passenger vehicle fleet.
  • Create and execute strategic plans which accelerate progress towards “Best in Class” fleet vehicle performance standards.
  • Educate and align state agencies to the principles, practices and philosophies of continuous improvement to the New York Fleet Center’s plan.
  • Execute change management initiatives and reforms to be implemented across state agencies.

Minimum Qualifications:

  • A Bachelor’s degree and eight (8) years of experience engaged in the design and implementation of large fleet management projects and applied principles across multiple locations with a proven track record of success; five (5) years of the required experience must be at the Senior Management level with direct responsibility for Fleet policy development and administration; or, an Associate’s degree and ten (10) years of experience as outlined above; five (5) years of the required experience must be at the Senior Management level with direct responsibility for Fleet policy development and administration.
  • Well organized, mission-focused leader who exhibits in their body of work a commitment to integrity and results-based performance.
  • Strong verbal and written communication skills.
  • Proven success in a management capacity which includes the ability to lead staff and build consensus on all levels, budgeting, and overseeing multiple projects simultaneously.
  • Demonstrated success in leading business development, innovation, and operational excellence efforts.
  • Significant experience in successfully leading and implementing organizational and programmatic change.
  • Comfortable working in a rapidly changing, fast-paced environment; leading and proactively managing work streams.
  • Strong operational leadership experience in the management and administration of passenger vehicle fleets in city, county and/or state government.
  • Excellent knowledge of procurement process including contract management and requests for proposals.

Preferred Qualifications:

  • Knowledge of DOT, OSHA and EPA regulations.
  • Industry certifications and professional affiliations.  
  • Innovative thinker with the ability to articulate best practice formation.
  • PMP Certification or significant education in Project Management.
  • Lean Principles, Six Sigma or Kaizen.
