Under the direction of the Director of Aurora Water, this position organizes, directs, and implements comprehensive engineering programs to support the planning, construction and maintenance of the City of Aurora water, wastewater, and stormwater utilities. This position oversees a staff of approximately 50 employees responsible for the planning and implementation of a $150 million annual Capital Improvement Program along with providing engineering support services to the Operational Divisions of Aurora Water and is also responsible for coordination with other City Departments and external parties to ensure Aurora Water is well positioned to support City goals and objectives.

Aurora Water
Aurora Water consists of two enterprise funds: water and wastewater. These enterprise funds receive support primarily from tap fees and user fees. Aurora Water receives no funds from taxes or the city of Aurora general fund and is not subject to TABOR limitations. We are a cost of service utility. The city’s water comes primarily from surface water (95 percent), and the remainder is from groundwater. Our surface water originates in three river basins —the South Platte (50 percent), the Colorado (25 percent) and the Arkansas (25 percent). Aurora has more than 155,000 acre feet of water storage available (an acre-foot is approximately 326,000 gallons of water, enough to service 5-6 residents for 1 year). Water is stored in nine reservoirs and lakes: Aurora and Quincy reservoirs locally, and Rampart, Spinney Mountain, Jefferson, Strontia Springs, Turquoise, Twin and Homestake in the mountains. Aurora Water also uses Lake Henry, Lake Meredith and Pueblo Reservoir in the operation of Arkansas River water rights.

  • Directs the engineering programs including Master Planning, Project Delivery, and Engineering Services
  • Coordinates, administers and reviews the work of the Planning and Engineering Division
  • Directs the implementation of Department goals and objectives, policies, procedures and work standards
  • Assures adherence to standards for engineering, construction, maintenance, treatment, and customer service
  • Monitors completed work and work in progress to promote quality and quantity standards
  • Ensures, in coordination with managers, continual compliance with all statutory and regulatory requirements
  • Represents the City at national and regional utility meetings and hearings, monitors and reports on water engineering
  • Assists in the development of City policies related to utility matters
  • Prepares and presents information to the Aurora Water Director and senior management, City departments, Citizens Water Advisory Committee, Infrastructure and Operations Policy Committee, City Council, and others
  • Maintains oversight of plans and specifications for the improvement, expansion and major maintenance or replacement of water transmission, supply, storage, treatment, reuse and related facilities
  • Consults with developers and consulting engineers concerning water operations and capital improvement project design
  • Prepares and monitors, in coordination with the Aurora Water Deputy Director of Financial Administration, capital expenditures
  • Responsible for the planning, development, and construction of capital improvements for the department
  • Develops division priorities, goals, and objectives; makes recommendations to the Director regarding selecting, hiring, training, evaluation, and disciplining of assigned employees
  • Supervises assigned employees and performs additional duties as assigned


Education: Bachelor's Degree in civil engineering or closely related field.  Master of Science in Engineering or Business Administration preferred.

Experience: At least 12 years progressively responsible directly related experience in a full service water utility. At least 7 years supervisory experience in a full-service water utility, with 5 years division-level managerial experience in a full-service water utility. An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.

Knowledge: Comprehensive knowledge of the principles, practices, and operational requirements of water, wastewater and stormwater utilities; fundamental knowledge of engineering & construction practices related to utilities, personnel management principals especially as applied to technical staff, financial management, comprehensive planning and regulatory requirements.

Abilities: Ability to establish and maintain effective working relationships with employees, citizens, and elected officials; handle sensitive situations with tact and diplomacy; communicate effectively both orally and in writing; establish and fulfill goals and objectives; direct and effectively supervise a large diverse workforce; and administer budgets.

Skills: Strong interpersonal, decision making, and managerial skills.

Licenses, Certificates or Equipment Required: Driver's license with a good driving record. Registration as a Professional Engineer in the State of Colorado within 6 months of employment. This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.


Physical Demands:
Sedentary physical work requiring ability to lift a maximum of 10 pounds; occasional walking and standing; vision to read and interpret reports and other written documents; speech communication and hearing to maintain communication with employees and citizens.

Work Environment:
Works in a typical office environment with occasional field visits.

Equipment Used:
Motor vehicle; personal computer and related software.
