POSITION SUMMARY

The Director of Public Works leads, develops, and administers the Public Works Department operations and activities. The Director provides oversight, management, and direction for the Public Works personnel and programs, including capital improvement, mapping and geographical information systems, engineering and survey, roads and transportation, facilities and properties, fleet and shop, service districts, and land use. The person in this position establishes the goals and objectives for the Department and assures alignment of Public Works priorities with the County’s strategic and organizational goals. The Director is responsible for carrying out County policies and procedures and works collaboratively with other departments and community partners to improve quality of outcomes, maximize use of resources, and increase efficiencies.

ESSENTIAL FUNCTIONS

MFA: Administration
Essential Duties:
-Manages and oversees the Public Works Department, including the supervision of professional, supervisory, and specialized staff. Includes prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making or overseeing selection, termination, and disciplinary decisions.
-Plan and direct transportation improvement, operation and maintenance programs, facility/utility planning and management, fleet operations and maintenance, County Surveyor and engineering programs.
-Establish program goals, performance standards and benchmarks, and monitor progress.
-Develops annual and multi-year work plans and strategies to meet business needs.
-Serve as or designates County Engineer functions.
-Define the concepts, methods, and administrative procedures for conducting the functions of the department in accordance with laws, ordinances, and administrative rules that govern operation of transportation and utility systems, personnel, operation of equipment, employee and public safety, personnel administration, and public contracting.
-Assure and maintain compliance with all applicable existing and new regulations, laws, statutes, and administrative rules.


MFA: Community Relations and Organizational Partnerships
Essential Duties:
-Represents the Public Works Department in meetings with elected and/or appointed officials and other governmental entities.
-Serves as the County’s representative with a variety of public, business, and community organizations.
-Resolves sensitive or controversial issues by making decisions that are transparent and inclusive of multiple perspectives.
-Assures the Department’s accessibility for the community and opportunities for stakeholder input. Fosters collaborative relationships for the benefit of the Department and the County.
-Provide or oversee communication and education to the community on matters of public interest.
-
Oversees timely response to requests for information or resolution of
citizen concerns and/or complaints.


MFA: Policy and Organizational Development
Essential Duties:
-Oversees the Public Works policy development, implementation, communication, and compliance.
-Serves the County Chief Operating Officer and Board as consultant on matters related to public works.
-Analyze high level policy issues and develop response strategies for the Board of Commissioners and/or the COO.
-Assures departmental compliance with County policies and procedures, serves on County management team, and contributes to the County’s organizational development..
-Contributes to County-wide strategic planning and initiatives and assures departmental alignment.
-Leads or oversees special projects as directed by BOC or COO.


MFA: Budget Development and Management
Essential Duties:
-Establish the organizational design, staffing levels, and budgetary expenditure levels for the department.
-Determines priorities and scheduling of projects; coordinates the utilization of department resources among Public Works divisions; sets goals and develops performance measures.
-Oversees the Capital Improvement program.

 

STANDARD MINIMUM QUALIFICATIONS

-Bachelor's Degree in Engineering, Public Administration, or related field and
-At least 7 years of professional level experience with public works programs, such as survey and engineering, roads and transportation, capital improvement, fleet and maintenance shop, facilities, mapping and GIS, service districts, and land use or
-An equivalent combination of education and experience.
-Experience must include a minimum of 5 years of supervisory experience.

SPECIAL REQUIREMENTS

-Professional Engineering License preferred.
-Must have the ability to obtain an Oregon Drivers’ License.

457 Deferred Compensation
. Employer contribution, 3% of base wages.

Retirement Health Savings Plan (RHSP
). Employer contributes only. Contribution is a fixed dollar amount and begins upon completion of 3 years of service.

Public Employees Retirement System (PERS
). Employer picks-up and pays employees 6% contribution. In addition, employer also pays employers portion.

Personal Leave
. 64 hours per fiscal year for full-time EXEMPT positions.

9 paid holidays
: New Year's Day, Martin Luther King's Birthday, President's Day, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day and Christmas Day.

2 Floating holidays
to be selected within the fiscal year by each employee with supervisor approval.
