Under general direction of the Director of Community Development, the City Engineer manages civil engineering projects and other related activities. He/She supervises and participates in the preparation of complex civil engineering designs, plans, specifications and cost estimates; coordinates and reviews the work of consultants for projects; schedules and assigns work to assure completion of projects according to established time lines. He/She reviews plans, specifications, contracts, consultant proposals and agreements for the City’s capital improvement projects within pre-established guidelines and criteria; reviews a variety of construction, excavation and other permits issued by the Community Development Department to ensure compliance with the City’s National Pollutant Discharge Elimination System (NPDES) requirements; reviews and oversees contracts, consultant proposals and related agreements for compliance and implementation of the City’s NPDES permit.

The City Engineer trains and manages assigned personnel; coordinates, assigns and reviews work; assists in the selection and evaluation of personnel; and coordinates communication and projects with other City departments, governmental and private agencies, consultants, architects, contractors, vendors and the general public. He/She responds to questions and complaints from the public concerning assigned engineering functions; provides technical information related to codes, ordinances, regulations, policies and projects; compiles and analyzes technical data and prepares reports concerning projects and related activities; oversees and participates in project site inspections and reviews plans and projects to assure compliance with applicable codes, ordinances and regulations; and reviews and provides recommendations concerning local codes, regulations, policies and ordinances related to civil engineering.

The City Engineer establishes and manages the Department’s Capital Improvement Program, approves legal descriptions and signs engineering plans as supervising engineer. He/She represents the City and Department at meetings with staff, outside agencies, city commissions and committees.


The successful candidate for this demanding, complex and challenging position will possess a professional history that demonstrates the following necessary knowledge, attributes and qualities: 

  • Principles and practices as applied to engineering, including planning and development, design and construction;
  • Methods and techniques utilized in the preparation of Community Development project designs and related plans, specifications and cost estimates;
  • Methods and techniques of supervision;
  • Ability to perform professional engineering work, including project design surveying and ability to supervise work of others involved in related activities;
  • Interpret and apply related federal and state laws, ordinances and regulations;
  • Prepare and maintain records and reports;
  • Meet the public in situations requiring diplomacy and tack, and deal constructively with conflict and develop effective resolutions; and
  • Communicate effectively both orally and in writing and establish and maintain cooperative working relationships.

In addition to the profile described, successful candidates at the City Engineer level will possess a combination of education and/or experience equivalent to the completion of a four-year college curriculum in civil engineering, and five years of professional experience in civil engineering, including two years of supervisory experience. Possession of a valid certification as a Professional Engineer issued by the California State Board of Registration for civil and professional engineers. Possession of or the ability to obtain an appropriate California driver’s license.


The current salary range is $95,568 - $116,172 per year. Salary upon appointment is dependent upon the qualifications of the selected candidate. This position is classified as an At-Will position. A very competitive mid-management benefits package includes:

  • Work Schedule - The position will work a 9/80 work schedule, with every other Friday off.
  • Health Benefits - The City contracts with CalPERS for benefits coverage. The City pays 100% of the premium and employees receive a rebate of 50% of the unused monthly allocation.
  • Dental/Vision Insurance - The City pays full insurance premiums for family coverage.
  • Physical Examination Allowance - The City offers an annual allowance of $500.
  • Deferred Compensation Plan - The City pays 2% deferred compensation contribution toward ICMA 401(a) benefit. Optional 457 plans are available at employee’s cost.
  • Life Insurance - The City provides a life insurance policy equal to one and one-half of the employee’s annual salary.
  • Long Term Disability - The City pays 100% of the premium. Employees receive up to 66% income protection.
  • Vacation - Vacation starts with 80 hours after the first year, and increases to 120 hours for those with 2-10 years of service, and 160 hours for 11 or more years of service.
  • Management Leave - 80 hours of leave per fiscal year.
  • Holidays - 10 paid holidays per year, and two floating holidays.
  • Sick Leave - 96 hours annually with 100% payoff for sick leave accumulated over 90 days.
