POSITION TITLE:  County Road Engineer

SUMMARY OF DUTIES:

The County Road Engineer acts in accordance with RCW 36.80 and WAC 136-10. The position has full responsibility for the management of all staff of the Design/Construction and Engineering division through intermediate and senior level managers. Develops policies, procedures, and long and short-range plans. Develops and controls all budgeting for the division. The County Road Engineer represents and advises the Public Works Director.

As County Engineer, approves projects and directs record keeping for all public and private development matters concerning public roads, bridges, ditches or other surveys of the County. Approves County road design projects and standards, traffic engineering plans, private development plans, and reviews county road maintenance standards. Prepares priority arrays and associated budgets for the capital Construction program and participates in the establishment of the Six-Year Transportation Program. Prepares and guides completion of contract documents, including design, plans, and specifications. Coordinates construction inspection for County projects. Supervises and schedules bridge inspections on all existing County bridges.

QUALIFICATIONS:
Bachelor’s degree in civil engineering. Four years of progressively responsible experience in the civil engineering field with an emphasis in the design field and two years management level experience including supervision of staff. Registration as a Professional Engineer with qualifications in Civil Engineering in the State of Washington. Possession of a valid Washington State Driver’s License. Demonstrated ability to deal in a tactful manner with associates and public.

DESIRED SKILLS:
Thorough knowledge of engineering practices and principles, including knowledge of design methods. Knowledge of pertinent local, state and federal laws. Ability to clearly and concisely prepare written contract specifications. Ability to establish and maintain effective working relations with elected officials, staff, and the community.
