SCOPE OF WORK: To provide responsible professional and technical engineering, analysis, and project management in support of the surface water utility including managing capital projects, preparing feasibility studies and technical reports managing consultant contracts, developing and meeting project/program budgets, establishing and maintaining cooperative relationships with co-workers, departments, outside agencies and citizens, prepare and/or review design of projects in support of development and/or capital projects.

Provide responsible professional engineering for the planning, design, construction and maintenance of surface water projects.Manage the development of multiple and diverse surface water capital projects including basin plans, drainage, flood protection and low impact development projects.Provide professional engineering in analyzing drainage problems or concerns including conducting feasibility studies, utilizing hydraulic and hydrologic analysis and making recommendations for solutions.Meet with citizens and neighborhood groups on a variety of projects, including, managing public involvement, organizing and participating in public meetings.Oversee basin plans and other documents to identify and define priorities for repair and replacement of surface water infrastructure including the annual pipe replacement program, green works program including developing long term plan for infrastructure replacement and utilization of surface water capital budget.Coordinate the selection of design consultants and professional service providers; monitor contract expenses and consultant performance.Develop estimates, forecasts of costs and schedules for projects and programs, including preparing projections related to expenditures, revenues and needs.Oversee and prepare engineering design for surface water projects including engineering calculations, hydraulic or hydrologic modeling including preparation of plans and specifications.Provide design and management of small projects utilizing natural drainage or low impact development techniques.Manage the development of project plans, schedules, bid openings, contract awards, construction progress, inspections and project close-out for capital projects; identify problems and recommend solutions throughout the project.Coordinate assigned activities with other divisions, departments and outside agencies and establish and maintain cooperative working relationships with co-workers, other departments, consultants, contractors and citizens.Provide responsible support and assistance to the Engineering Manager and the Surface Water and Environmental Services Manager.
Experience: Five years of increasingly responsible experience in managing and/or designing surface water projects with at least three years as a project manager.
Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in engineering, planning, architecture, construction management or a related field.
License or Certificate: Registration as a Professional Engineer in the State of Washington.
